I think that to do "the other side's" contacts (aside from paper/radios and TFs), you have to be fully on the other side to talk to them. So finsih your business as a rouge, then go do the miss. It'll still be there when you cross over, don't worry =)
Also, i'm -fairly- sure all the misisons are in PI, so you won't need Ouro.

Tina's arc however, is 40-45, but you can run it through the blueside Ouro if you want. If you want to run it directly from the contact (for ease of inviting friends to join you throughout the arc), then simply turn off your XP before you hit lvl 45 so that you can still get the arc directly from her when you switch.
Keep in mind that you won't be able to access blueside Ouro with a Rogue character, even if you enter from Paragon City. You'd have to go full hero/vig to do that.
also, if it hasn't been mentioned you also need to be Full hero before you can get anything other than radios.

I know that. Before switch to hero I want to finish patrons arc, and then go hero/vigilante to do Maria's arc.
Got a few questions...
Its is better to do it as heroe/vigilante with Ouroboros system?
Can I get Maria as contact if I switch to heroe? My widow is a rogue right now, lvl 42 and I dont wanna lose the chance to do this arc.
Any advice?
