--And those with 2 builds that can not accomplish the 'change' with 1 respec? (already stocking up on respec recipes -- sometimes the Devs make making INF so easy *chuckle*)

... well that combined with the driving need some players have to scour the net looking for the latest cookie cutter PVP build instead of making their own builds.
that being said... I like the shift of fitness going to inherent it is quite tiresome to have my characters fighting like a 90 year old asthma patients, simply because i decided on a new attack power as opposed to taking stamina.
If they do, that's basically three less slots I have to buy, and three I can put on those other powers I'll be taking, so, WIN!
If they do something like throw in extra slots as you level up at levels 27, 29, 45, 46, 48, and 50, then that's BONUS WIN!
