I have just rolled the same combination. I got tired of the sluggish animations of stone.
Electric Control and Icy Assault works nicely together at capping out the recharge penalty on enemies.
Static Field is a pretty good recharge debuff at 30%, combined with the 50% of Chilling Embrace it will cap out +1's.
If you then add in Ice Sword Circle(Or other AoE's with recharge debuffs of atleast 10%) you will cap out +3's.
Ofcourse all sets with Powerboost works nicely together with the end drainage of Electric Control.

Mine's only level 6, and waiting until I get some free time to actually level him, but I'm much more interested in elec/ice than I am in elec/stone.
Yay, but maybe after i19 when Stamina becomes an inherent.
Currently my biggest issue with it was the quick animation / lowish damage powers meaning you eat through the Blue Bar very quickly.
I was level 11 or so when I gave up and switched to a combo with better damage (Elec/Thorns, which does do more damage but there's a lack of synergy between the DoT and the Sleep patch)
I think the combination is a yay. Though how would you make the build?

My Elec/Ice is just shy of 26 and he's a blast to play. The two sets work well together, and to be honest I've never had any problem with the blue bar.
I say go for it!
Edit: On a team with my SG I leaped into melee range against Black Swan. Dominate+Power Boost+multiple end-drainers had Swan running on empty so quickly the teamchat got rather funny. 
Definitely has the usual dom end issues at low levels (makes me want to wait to play until i19 :P), and seems squishier than my elec/energy (all the KB is actually useful) but the synergy between the auras and aoe sleep + heavy single target dps is too tasty to pass up.

I've chosen Electric/Ice as my first Dominator and would like to get some opinions on my first run at a build. I'm sure some people will be weirded out by Hasten being five slotted but I hit the cap on the most common recharge bonuses and the extra couple of slots pushed me over the edge for perma-Hasten, which was a secondary goal of the build.
Once I hit fifty I'll start slotting in purples and the overall slotting could look quite different, but for now this is the build.
Let me know if you have any thoughts on powers I should have taken or shouldn't have taken. Power Boost seems to be a common one but I question how much more -speed I'll really need. Feel free to talk be into it.
