What exactly is "Physical Perfection"

Physical Perfection is a power that was added to the Body Mastery Epic set for Scrappers and Energy Mastery Epic set for Tanks during i16.

gives about half of Unslotted Heal and Stamina. On a /regen, take it and just laugh even more at sappers.

Every time I hear someone say a /regen already has enough regen and recovery I laugh so hard I start crying.
The youngsters don't remember the days when Instant Healing was a toggle, before the multiple regen nerfs, when a /regen scrapper could go from 1 to max HPs in the time it took for one hop of Super Jump.

My Martial/Regen scrapper is a old toon. She needs a good tuning. I heard that there are new features out there. One of them is called physical perfection. Is it a toggle power? If it's not, what kind of enhancements can I put in it? I would like to know anything else that's beneficial because I'm planning on respecing her. Thank guys!!
