I had to load up on defense and healing inspirations and just concentrated on the arbiter since he'll just resummon the drones you defeat.
Keep Conductive Aura running and reapply Static Field whenever it's up to get his endurance drained. This helped me a lot on my Electric/Earth dominator, and as an /elec you should be able to drain even faster.

Pop 4 Lucks (purple inspirations) at the start of the fight.
Place Static Field when the pets appear. It won't affect Sands but it will sleep them. As Happy Thoughts suggested, keep Conductive Aura running. After just a few hits you will have Sands at 0 Endurance. You will not be able to keep him from attacking entirely, but you will greatly decrease the frequency of his attacks. That's what the 4 Lucks are for. 
Proceed to slaughter Sands with great malice. This strategy worked like a charm for me.
Two or three lucks, one red, focus on dealing damage and not trying to contain him.
Hold or immob the drones. If only immob, then move out of los, and he won't summon more but they aren't shooting you.
Alternatively, there are a lot of mobs scattered around the room (assuming you're in the first fight with him in the submarine chamber) so build up domination fighting them and save it for when you face him.
Also, he won't chase you particularly far. If you run back into the tunnels, he'll go back up top on his ledge, you can rest and come back for him before he heals to full and wear him down over time.
My defender had to use that last strategy.

I popped 3 purples and it was pretty easy after that. It is a pretorian arc I was finishing at level 20. Wanted to complete it before leaving pretoria.
