Quick answers are:
Shoulder Cape - Vet Reward
High Collar Cape - Magic Booster
These can be used at character Creation.
All other Cape tech unlocks after you run the Cape Mission after Level 20 (see specific contact Blue side or Red side).

There are capes available through Booster Packs and as Vet Rewards that one can use from Level 1 up.
(Also the Valkyrie Cape... to add to your list Tyme.)
They are likely veteran players who can get shoulder capes at level 1. Also I think one of the add-on packs, Mac I think, have a level 1 cape but don't quote me.

Im playing Going Rogue and Im seeing players at level 2 having a cape on. All I read its a lvl 20 item. How are they getting it?
