You can sell them at the stores you find on your map.
Your contacts will also buy them as well.
Additionally, if they are non generic recipes, you might want to consider crafting them and selling the enhancements at the market. Since salvage prices have plummeted, you should now be able to turn a profit on most crafted pieces.

If you're playing Praetorian, look for "Vendor" on your map.
You can also go into auction houses (Wentworths, Black Market, Trading House) and try to sell them there too.
Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.
At the vendor, you have to scroll down beyond the inspirations to get to the recipes.

Go to a shop with a handful of IO's in your enhancement tray and see.
To the OP, just be careful what you sell, there are no warnings when you're about to sell something, and there's no buy-back option, either. Once it's gone, it's gone for good. This applies to common salvage and purple recipes alike.
