Tips not dropping

The 5 ' Fame bubbles' under the bar.
Each takes 20 hours to deflate.
No tips will drop if all 5 are full

And I've gotten drops after I did my morality mission last night. I got two actually before I ran off to enter Paragon from Sharkhead.
However I do know people who are getting these unexplained dry streaks where they can't get tips to drop at all as if there is some sort of timer. My understanding was the only timer is on the ability to earn alignment points.
Say you did a tip at 9 PM, 10 PM, and 11 PM. Then you can do another tip at 5 PM, 6 PM, and 12 PM.
The first step in being sane is to admit that you are insane.
You will continue to see tip mission drops, you just can't investigate them until the cooldown period is up.

I'm not getting drops and none of the friends i play with are getting any.
Which is weird because they were on monday when I was grinding them out.
I complete my first morality missions this morning and than after the server roll back again this evening. Since than I have run 5 missions, 2 set at +0 x6 two at +0*8 and 1 that was +0 *1 I have received 0 tip drops after killing hundreds of mobs.
Is there some sort of timer after doing a morality missions that prevents you from gaining more tips?
