Same thing.. Getting map served every 8 secs in Sharkhead on Pinnacle.

Sounds like part of the Pinnacle cluster is dying, then.
The non-destroyable object is probably just a flat-out bug. Use the /bug command to report it. Be sure to mention it's a tip mission and the title of the mission.

/bug the broken Tip mission and include the name of the mission, do a /whereami and include the map info, and just to be safe include the /loc.
People reporting these instances is where the Devs get their information, the more information they have, the easier it is for them to determine what's causing the bug.

Did you try logging on to another server?
Or creating a new character on Pinnacle?
Are all of these characters redside? Are they all Blueside?
I would try all of the above, plus checking all of you Pinnacle characters. If all of your Pinn characters are effected, then I'd update your support ticket on the NCsoft site (not create more tickets) and let them know what's going on.
Also, keep them updated on your situation daily.
