Am I missing base portals in Praetoria?

Yeah as of right now no bases for Praetorians.
Devs hate Vill... um ... Praetorians! you have to go to Paragon or Rogue islands to form SG and bases.
As far as I know bases do not exist in Praetoria... you'll have to wait until you get to Paragon/RI to form or join a SG. Hopefully this will change with Praetoria expanding to high level content (SURELY that's coming sometime in the not too distant future).

You didn't really think Cole was going to let superpowered individuals band together in groups he isn't in control of, didja?
And Calvin Scott seems to see things the same way, i.e. if we split off into splinter groups we stand no chance at all of bringing Tyrant down.
No SGs makes perfect sense in the context of Praetoria.

Cole wouldn't accept any non government made entertainment system. Only way it would work in Praetoria is it was all OFFICIALLY made programs.

I'm saddened by not being able to get into one because 20 levels is a lot of prestige earned. If I plan to go hero side anyways, let me be in the sg. I don't care if I can't use it for anything or even access it til 20, just let me earn the prestige.
/gignore @username is the best feature of this game. It's also probably the least used feature.

So there seem to be no sg forming npc's or base portals anywhere in praetoria... where are they? How would you make an sg/vg and how do you get to the base portal(s) ?
Are SG's being phased out or kept hidden until the big decision @ lvl 20?
