It'll stack, but the proc rate is really low. Buildup proc is something you slot only if you're going for the 6 piece bonus of Gaussian's.

Yes, I am very well aware that it goes off more often in a toggle. But, in my experience it is usually wasted in a toggle power. It goes off when you're running between mobs, or selling, or training. Very seldom does it go off when it would actually get used. I'd much rather it go off less frequently, but actually benefit me every time it does, instead of being wasted because there is nothing nearby to attack.

I like it in follow up and BF when I'm not going for the 6 slot in a to hit toggle. At one time, I had it in invincible on my invul/dm tank until I picked up foc acc. It only fired while surrounded by mobs. Never while standing around. I'm still not sure if it checks per target like soul drain or if it just starts to work like its in a toggle once a mob is near.

I just want to ask if anyone here knows this for sure, but if the Gaussian's Synchronized Fire-Control: Chance for Build Up IO is slotted into a Build Up power, would both effects stack (for an effective +200% damage buff over just +100%) if the proc get activated?
I haven't noticed it myself in game play, but just because I didn't notice it doesn't mean it still didn't happen. Can anyone here confirm or deny it?
