I can and it's a very annoying buzzing, rather like a power transformer on the fritz. 
I also have this problem. All the Electricity Control powers (so far) sound like a bee drone played backwards. This is only effecting these powers and not secondary powers or ambient city sounds.
I prefer the new electric sounds to the old ones. The new ones sound like actual electricity. The old ones do not.
Real electricity makes a soft zzzzttt or a flat out loud crack sound. It doesn't do that weird thunder thing the old electricity sounds like.
Heat lightning doesn't even make noise, it's silent. So aside from zzzttt and that loud crack I don't see why it should make ridiculously loud noises.
Electric control is essentially the power of the vuvuzela.
It kinda sounded like rubber bands to me. Count me in the crowd that prefers the old crackling sounds.
Hey! We have alternate power colors, probably more alternate animations in the future.
Any guess which year we may see alternate sounds for the powers ?

I'm in the minority, apparently, but I actually like the electricity control sounds.
I usually play with my sounds very low, since I often am on a headset at the same time, but after cranking it up enough to hear it I've decided I may keep it up.

I don't really care for elec control sound fx, but then it's not my #1 priority. I think it should be a bit sharper sounding myself.

Heh, I was teaming with an Elec troller on my KM stalker and it sounded like a flyover at Daytona.
I prefer the old sounds for consistancy and most of the early powers sound awful and not very powerful. I love the evil noises the old sound effects made, was very sinister. They sound flat and boring, the crackle of the older sfx made them punchy and energetic. Im not fussed with what REAL electricity sounds like but when I roam around repeatedly electrocuting victims in a super powered game I'd prefer it to have more impact.
I definitely prefer the new sounds. After playing my Elec/NRG blaster and Elec/Kin corruptor, I can safely say I got sick of hearing the ZEEEEEEEEEEEEEEEEM and the SPIZZAT and the SST SST SST SST and all the twangy squeaky crash-cymbal-cartoon-noise sounds.

I really can't stand a lot of the electric blast sfx, and if EC got changed then I would have to shelve my EC characters.

The way the set looks has drivin me away, not the sound.... but the sounds doesn't help. maybe more of a Tesla coil sound would be cool.
