Just hit 38 on my Plant/Storm Controller and have been thinking of finally sinking some inf into a build (based at level 40). Biggest concern really being if it is worth it at this point. I think the global recharge will help (and other set bonuses), but I'm not sure if it'll help as much as just frankenslotting for now. This is primarily a build to help solo (my only disappointment was I couldn't fit Entangle in too). Thoughts? Suggestions? Just wait until 50 to work on set bonuses?

Personally, I stick with SOs until 50, I just dont have the Inf. to afford it.
Usually, the only IO bonus I get early is some KB reduction.

A plant/storm plays just fine without the bonuses ( as do most characters), but if you have the cash to burn, go for it.

Herc pretty much sums up how I feel. If you have the money go for it. /Storm can really benefit from +recovery IOs in addition to the -kb Herc mentioned. If you don't have the moola save your money for your final build.

Either way I wouldn't focus on IO sets until you plan out a full 50 build. I say this mainly because it is easy to exceed "the rule of five" by over slotting particular set bonuses without having a "final" build thought out.

I don't currently have access to Mids, so I can't check your bonuses. I generally wait until 50 for my final build, but I know a lot of folks who make Exemp-friendly builds with lower level IOs that will let them keep their bonuses when they exemp.

Strangler: If you mostly solo, then you may want to fit some damage in here. 4 Bas Gaz, then some additional Acc/Dam and Dam/Rech instead of the last two. I have seen some people who mostly solo slot this as a damage power, too.

Seeds: I don't know how fast it is recharging, but it never recharges fast enough. put in a 6th slot with a common Recharge?

Spirit Tree: If you can find a 5th slot for this, a fifth Doctored Wounds will give you another 5% recharge.

Steamy Mist will also take a LotG Recharge -- can you skip Hover?

Carrion Creepers: This power is complex due to the multiple pseudopets. My understanding is that procs only fire when that particular power is used . . . so an Immob proc only works when Creepers uses the Immob power. In general, you will get more damage overall using common Damage IOs, since they will work for all of the various powers. The one exception may be the Slow, since several of the powers have Slow, so the Slow proc works most of the time.

Lightning Storm: If you can fit it in, the Devastation Chance for Hold proc is great in this power. You can 6-frankenslot it with Dam/Rech and Dam/EndRdx/Rech from Thunderstrike and Entropic Chaos, Dam/Rech and Chance for Hold from Devastation. Some nice Regen and Recovery, plus capped Rech and Damage and the hold proc.

Strangler: I actually have it frankenslotted as a hold with some damage right now, but with Carrion Creepers, Fly Trap, Tornado and Lightning Storm, as well as vet powers, I'm starting to feel its a bit unnecessary. However, if I do go with buying Basilisk's Gaze, I just might go with your suggestion.

Seeds: I'm not fond of the enhancement value that Malaise's Illusions gives at all, so after thinking about it, I'm just going back to frankenslotting it. Easier to get max recharge, good accuracy and better than needed duration that way, at least until I can get a purple Confuse set.

Spirit Tree: That's the plan. I couldn't think of where else I wanted to pull a slot for it for now though.

Hover: This is completely thematic and in someways valuable for me. I mostly spend my time in the air and really enjoy the hover animation for this character. Also, with the Fly's endurance cost and the general endurance hog of this build, it is much easier to use to stay out of trouble. I may take it out for efficiency, but I won't like myself, heh.

Carrion Creepers: Yeah, that was something I wanted feedback on and thank you for it. It certainly is a confusing power. I guess I will stick with Impeded Swiftness proc for now (if I even go with one). For general IO enhancement, do only pet powers that take the sets slotted in it accept that enhancement value as well as summon power that we're slotting or does it benefit all powers regardless of accepting? Like if I slotted an Acc/* from an Immobilize set, would it only give accuracy to immobilize powers? It definitely seems like I want to go 2 Recharge IOs, one Kinetic Crash Rech/End (if it benefits the recharge and endurance cost of the summon) and then make the last 3 slots a variety of Acc, Dam and possibly a proc.

Lightning Storm: Yes, that's what I'm planning to do. Does Lightning Storms accuracy bonus work well enough even when fighting +4s? Just wondering if I might switch out a Dam/End/Rech for a Acc/Dam/Rech or something.

Thanks to everyone for their feedback. After looking over cost and time factor, I've decided I'll just update a few powers with cheaper sets or ones I won't likely replace at 50 (like BG) and then frankenslot the rest.

My experience as far as IO levels go is to aim low. Last character I made waited to 47 for IO's and that multiplied her performance capabilities a lot. Problem is, if she exemplars to even lvl 45 she loses all her IO bonuses and its it not nice.

So my advice would be to go for lower level sets. 25 is a good number because thats when most IO's start to level out. Then if you exemplar you keep all your bonuses. Of course this is determined by how much you exemplar, since higher lvl IO's are cheaper generally. Personally I keep doing my Sister Psyches, Citidels, Mants and Ouro TFs so it makes it worth it for me.
