Electric Melee / Willpower: returnee seeking build help

Hey folks,

I've tried to do some searching on Electric Melee and Willpower, but it seems everyone is putting up guides and questions on the Shield FOTM. Shield just doesn't fit the character, and I've read it will be nerfed soon. I've also read that without set IOs, Regeneration and Willpower were better all-around secondaries than Shield at this time.

The last time I spent any serious time learning the system was back when Instant Healing was a toggle. From what I've read, current Willpower plays like old Regeneration. I loved my DM/Regen back in the day, and I'm interested in something that will have a similar "feel" to it. It was great fun to have a health bar that either never moved, or emptied so fast I could barely keep track.

I have no experience with the Invention system, no money for quality IOs, and am starting on an effectively fresh account with no higher level characters to siphon Inf from. My plan is to limp along on drops until I hit 22, and slot everything with l25 Common IOs until I'm in my 40s. Please correct me if this concept is flawed.

I don't have access to Ninja Run. The webpage says I have 30 months Veterans Rewards, but I don't seem to have the Veterans powers on any character. I do have a decent jet pack for 30 days, so early vertical movement won't be an issue.

Questions:
1) Is perma-Hasten possible without expensive IOs? I know you can't do it with Commons. Is it worth the investment to have perma-Hasten

2) Will Quick Recovery handle all my Endurance needs, or should I shoot for Stamina and/or Physical Perfection?

3) Is 1 Accuracy 3 Damage 2 Recharge still considered the "best" generic slotting to achieve maximum DPS in your attacks?

4) Are Jacobs Ladder, Build Up, Confront, and Chain Induction as skip-able as the Brute forum seems to imply?

5) How available are non-pool vertical movement options at level 50? I remember the pain of trying to navigate with only Super Speed as a travel power.

1.Perma hasten is possible but it is insanely expensive to achieve, and only works for most toons with vast numbers of the most expensive set IOs.

2.If you have enough endurance generally with stamina, QR by itself will probably suffice. Personally I like layering the other recovery powers so I can go all energizer bunny on my enemies.

3.That slotting is still decent though some folks prefer to swap a recharge for a second acc. Take a look at the cheaper IOs sets, it is frequently possible to frankenslot multi aspect set IO cheaper than generics, allowing you to nicely ED cap a few aspects of the power far cheaper and far earlier than you would otherwise.

4.Personally I liked Jacob's Ladder, and I cannot imagin why a scrapper would skip BU. The others are a matter of taste.

5.Vertical movement is cheap and easy, you can earn temp travels from the low level Safeguard missions, get craftable jetpacks as a recipe drop, buy those same recipes on WW dirt cheap, or buy a temp jet pack power outright from a vendor in FBZ just inside the PI gate for 10k. For my money there is no reason to even take a travel power except for IO muiling and concept reasons.

Welcome back to the game! On to the questions:

1: No, and in my opinion no. Hasten has a 450 second duration, so to get it to recharge in 120 seconds requires 275% recharge. Enhancements and hasten itself can supply 165% of that, but you still have to scrape together 110% more from set bonuses. It's extremely expensive to do so, and willpower doesn't even have any powers which would benefit from it. I'm sure it'd do wonders for your attack chain and lightning rod, but it'd be a huge effort.

2: Quick recovery is nice. It's actually a bit stronger than stamina, even (30% instead of 25%), and if you weren't taking tough and weave I wouldn't bother with stamina. However, those two extra toggles are quite expensive, and stamina will definitely help with that.

3: It varies. I personally never use SO style slotting, so I'm not up on what's currently considered the best.

4: Confront is indeed totally skippable. Build up couples so well with lightning rod that I'd consider it practically mandatory. Jacob's ladder and chain induction are both good attacks, but you can probably get away with not taking them. I'd still try to fit in one or the other, though, just to fill in your attack chain some. Charged brawl, havok punch, and thunderstrike are good, but I'd personally want more attacks than that.

5: Vertical movement is nothing nowadays. There are so many different varieties of temporary jetpack flys that I have a hard time even remembering them. I wouldn't personally use them as a main travel since they will run out eventually and they're slower than even regular fly, let alone SS/SJ, but they will more than suffice to get you over obstacles with SS.

As for other issues, getting to 22 and then slotting generic 25 IOs is a perfectly viable plan. Level 25 generics are roughly equivalent to SOs, so it'll work at least as well as that always did, with the bonus of not having to replace them or have them turn red in the middle of a mission.

To change the level of an IO in mids, right click on it, type in the new level, and then click on it again to set it. To get your veteran reward powers you have to go into your badge screen, select the veteran rewards tab, find the power you want, and hit 'claim'.

Looking at your build, it's pretty good overall, although there are a few things I would change.

First, I really don't much care for lightning clap. PBAoE scatter with a side order of low accuracy isn't very useful in my book, *especially* with a secondary that gains survivability from having targets in melee range. With willpower, I honestly think you'd *lose* survivability by using it since your regen would go through the floor. I'd skip it and take buildup instead.

Second, I would consider skipping charged brawl and replacing it with boxing, since you have to take it anyway. The two powers are very similar in stats, boxing having just a bit less damage and recharge and a bit longer of an animation. This would involve taking havoc punch at 1 instead of charged brawl, and moving boxing to 6. This gives you room to take either jacobs ladder or chain induction, whichever you prefer.

To slot whichever of those two you take, I'd steal the defense slots from combat jumping and the tohit debuff slots from rise to the challenge. Both effects are quite small and enhancing them doesn't really bring meaningful returns - the defense goes from 1.88% to 2.89% and the tohit debuff goes from 3.75% to 5.19%. While those boosts might be worthwhile if you were going for the defense softcap, in this case I don't think it's a worthwhile use of 5 slots.

Finally, I'm not really a big fan of focused accuracy. I mean, you have to take it anyway but I don't think I'd slot it heavily or use it, and if you *do* want to use it I'd definitely slot more than one endred. Notice on the totals tab that even with QR, stamina *and* physical perfection you still have a net endurance recovery of only 1.94/s with all those toggles running (after adjusting to use level 25 IOs instead of level 50s, and assuming you're not using super speed in combat). Combined with no endreds in your attacks, that spells trouble to me.

To get your endurance more under control, I would drop the extra tohit buff slots in focused acc (since it only has a 5% tohit buff nowadays, along with a 20% unenhanceable acc buff) and not use it apart from when you get your tohit debuffed. As well, I would swap tough, weave, and combat jumping around so that tough comes at 30, weave at 38, and CJ at 49 - this lets you actually get some slots in weave so you can add an endred. Just those two changes gets your net recovery up to 2.61/s, which sounds much more comfortable to me. If you're really worried about accuracy, use merits to buy a kismet 6% tohit IO and stick it in indomitable will.

Thanks for the replies. I've already started playing the character, but I have a number of Veteran freespecs I can use. For now I'm not going to mess around with it. I want to gain some levels, try out some powers in-game instead of on-paper, and figure out what I like. Most of my hours have been spent messing with Wentworth's. It's just amazing.

"Back in the day," funding your first set of SO's was a major undertaking, and often meant A) not buying any TOs B) only buying Level 20 DO's at 17 and C) leaving some slots with DOs until 30. Now, I have close to 1 million influence on a level 4 *boggle*.

I'm going to massage the build some. If Perma-Hasten is as expensive as you say, I can drop the Speed line entirely and either rely on temporary travel powers or go for something RP (can Scrappers make Hover work in-combat? need to look at numbers). I'll be fitting in Build Up, skipping Charged Brawl, rethinking Clap, and probably fit in Induction or Ladder.

I'll probably rethink my Common IO plan as well. With as easy as it is to make gobs of Inf, I don't see any real obstacles between me and a midpriced set build or fraken build. Most likely I'm going to examine the buy-in costs to jack up my Defense as much as possible. If nothing else I can use higher level common IOs to save slots. I'll especially have to do more research on these merits you mentioned.

I'm also going to rethink my Ancillary Pool. None of them really fit that well thematically. I suppose Fireball would add extra AoE punch more effectively than Energy Torrent, but I'd rather use Energy Torrent on this character. Decisions...

Yes, it can work, BUT, you need to be on the ground to fire off Lightning Rod, so I wouldn't hover with a scrapper. Besides, Willpower gets stronger the more enemies you have around you. I'd take Combat Jumping there instead. m

Yes to Build Up.

I would not skip Charged Brawl, your single target damage is low enough already without skipping one of 3 ST attacks you get in the set.

Avoid Lightning Clap like THE PLAGUE! If you're fighting uplevel at all and you Lightning Clap in a crowd.....well, you're probably going to die. Scatter is BAD for Willpower, and that's exactly what Lightning Clap will do, it'll throw those baddies everywhere, which means they aren't going to be fueling your regeneration anymore, and as soon as they stand up and shake off the stun, they're going to be shooting you. I seriously doubt your scrapper will ever find himself in a situation where Lightning Clap is a good idea. Lightning Clap's main purpose seems to be giving you a power you can skip.

My single target chain with my Electric/WP brute is Charged Brawl, Havoc Punch, Chain Induction. The only powers in my primary I skipped were Lightning Clap and the taunt.

You also want pretty much all of Willpower. Don't bother with the self rez, since you can make a wakie out of 3 of anything else now, and Strength of Will is optional. It's a nice power, but not a must-have. Everything else is pretty important.

Your common IO plan is actually going to serve you just fine until you decide to start IOing in earnest. You expressed surprise at having nearly a million influence at level 4.....well, a moderately priced IO build runs between 300 and 500 million (depending on your patience and availability of the IOs you want). Fortunately, Willpower is a set that does just fine on SOs or common IOs.


Here's a build for you to take a look at. I included a lot of the commonly used sets for Willpower characters. Kinetic Combat is pricey, and the LotG 7.5% recharges will cost you, as well as the Miracle, Numina's, and Regenerative Tissue uniques. Otherwise it shouldn't be too crazily priced and should give you a solid scrapper.

Thanks for the build information and practical application tips.

As far as money is concerned, I now have about 15 hours logged in time on this character (side not: is there an easy way to check this in game?) Most of this time has been spent sitting AFK reading forums. The rest was spent running contact missions and Police Band missions to reach level 6. I had 2.7M Inf a few minutes ago, and made some purchases that should turn that into 15M by the end of the day. I'm currently level 6 on what amounts to an empty account. 500M for a moderately priced IO build seems perfectly attainable without much effort.

It's been a week since I've started. From all the reading I've done, and trying out powers in-game, this is what I've come up with so far. I am going to ask you all to use your imagination a little, as Petrifying Gaze and Nightfall are standing in for Mu Bolts and Ball Lightning from the Stalker Mu Master Paragon Power Pool. Please let me know if I've screwed this up in some major way or should have looked into other sets.

My one concern is I might have overdone it on AoE power selection and +recharge speed. If I'm reading the numbers in Mids' right, Hasten will be perma'd and I'll be able to fire off Thunder Strike almost back to back. I'm wondering if there's any real point in investing in Ball Lightning, or if I should look for something to improve single target DPS.

I too am enjoying my new EM/WP scrapper and am toying with builds. How is your scrapper coming a long and any new findings after playing him a bit longer?

Hey claws, I was looking at your build, and I like what I see, but a little more defense suits me better. How much did that build run you?
Im working on a build with softcapped S/L and over 1000% regen.
How big of a difference does the some 400% regen make and I know id recognize the lack of the extra 10% of defense, but if the price is right, I may just tweak yours.

ATM_Machine: I've learned a lot about IOs and frankenslotting. I'm still only level 20 on this Scrapper. GR distracted me into making a Kin/DP Fender and a DS/Dark MM. In the intervening time, I've made over 3 billion Inf just buying recipes, crafting them, and selling the IOs.

My current plan is to frankenslot my powers with all 2 and 3 aspect set IOs at around level 25. These will give the same or more total value than +3 SOs. I should be able to squeeze a couple of odd set bonuses in as well. I'll also be picking up some knockback protection IOs, a stealth IO, the Numina, Miracle, and Regenerative Flesh special IOs, and a LotG +Recharge for 5 powers I can fit it into. This should make levels 22 through 50 really entertaining.

No idea, I've never actually put it together in-game. The only Elec/WP character I have is a brute, not a scrapper (though my planned build is similar). I put that build up to illustrate what I was talking about in my post.

If I had to guess, I'd put it in the neighborhood of 800mil-1.2bil, depending on specific IO prices. If you use merits to get the expensive stuff you can get the price to drop some.

And actually, for Willpower, not being softcapped to stuff isn't a huge deal. You have resistance and regen to fall back on when you do take a few hits. My brute is around 25% defense to most types, and his survivability increased quite a bit just with that much.

Also: Look at the build again, I had it set to only 1 in range of RttC when I posted it. When fully saturated the regen will be over 1100.

Yea, after looking at your build, I flipped it to fully saturate and saw the significantly higher numbers

Well, just looking at things, I wouldn't have put it into THAT high of a neighborhood, but then again, It all depends on the market at the time and how patient I am.

Thank you for your imput, I think i'm going to run your build. Any advice on squeezing out more recharge? Or do you think thats enough to have LR up as often as possible?

Here's a slightly different take on the build. I dropped Body Mastery because I think FA isn't really that good and the recovery from Physical Perfection would be wasted. I'm currently running an IO'd Elec/SD/Blaze with ~3.6end/sec recovery and don't remember when he last ran out of endurance.

I went went for medium levels of recharge, combined with Shadow Meld. This should allow you to pop Shadow Meld, Lightning Rod into a spawn and take the most of it out before needing your defenses. I think it would also make playing the character a bit more interesting because personally I found WP quite boring. The Glad Armor unique is placed at lvl 49, but as far as I know it should still exemp down to level 1.

I took Charged Brawl instead of Havoc Punch, because CB is the superior attack out of the two. Even Jacob's Ladder is a better ST attack than Havoc DPA wise. I also picked Dark Blast to help with the attack chain. I use JL > CB > Fire Blast > CB on my Elec/Shield, but he doesn't have Chain Induction which is a very nice ST attack. You can run CI > CB > JL > CB with a 0.1 second gap when Hasten is up, but I'm not sure if it's the best attack chain you can use with Dark Blast available. Even if it is, Dark Blast is still nice for a filler when Hasten isn't up.

Charged Brawl has better DPA. That's Damage Per Activation.

Simply put, you do more damage for the time spent animating the power.

I finally have my Elec/WP scrapper at 40. She is tons of fun to play and runs +1x3 well. I have two of my three Kinetic combat sets slotted and two reactive armor sets and two LotG. She is coming along nicely.

Now I am facing the tough question of which Patron type powers to take post 40. I don't have tons of time to tweak and play her on test so I would like to get some more of your advice.

-SOUL: Dark blast/shadow meld seems fun and can spice things up a bit. I will have Hasten and 45% or so recharge making shadow meld up fairly often. This doesn't add much to my attack chain though it does give a decent ST attack.

- BLAZE: melt armor and fire ball sound like two sweet powers, but I have to take one of the mez powers to get there which limits getting a travel power or another utility power. i19 will make that easier, but not sure how well this plays. having three more attacks to play with would be nice as I tend to like having lots of options.

- MU: This set fits well conceptually Mu bolts/Ball lightening would take only two powers to get my two attacks. It is the most straight forward of the three options I am looking at.

They all seem good in their own way. Hell, taking the pet seems fun too, but not likely to happen. I would like to be a bit better against hard targets, but I am not sure if these powers actually help with that much as the ST attacks aren't that great.

I have built all three in Mids and I get bonuses I am happy with out of all of them so that is not a deciding factor.

I play solo/farm-ish often, but like being on teams when ever possible. Not much makes me happier than a well polished four man team rolling through missions. Being "busy" at the keyboard keeps me happy as well.

What are your thoughts and how has your mileage been?

Here is what I came up with. I went with Mu over Soul because I like having a lot of attacks and I wasn't sure how much I would need/use Shadow meld. I took Recall Friend because I team a fair bit and didn't know if Maneuvers was worth the end usage. I am debating Confront instead of the Self Rez.

I left the slots for Stamina and Health empty in sprint and brawl.
