capped to what?

Capped to maximum HP? Easily.

Capped to smashing / lethal damage? yes, you could.

Capped to melee damage? yes, you could.

Capped to melee / smash / lethal? maybe...

you talking about defense?
If so then BS or Katana can get softcap to melee, range and aoe. Might be a bit harder now due to the changed on BotZ but still possible. The only thing is how playable the build would be.

That and whether there is a point to playing a */Regen scrapper at that point. Why both paying through the nose for defense if all it's going to force you to almost completely ignore your secondary to accomplish it (yes, I've actually put together a fully softcapped Kat/Regen build so I know what I'm talking about)? If you're going to bother IOing a */Regen, you should focus on playing to your strengths and getting only as much defense as you can manage while simultaneously pulling in as much recharge as possible as well.

When and if I ever get around to redoing Werner, the first thing I'll look at is a soft-capped build. The idea is to combine soft-capped defense with a high rate of regeneration and some useful occasional clicks. It WOULD have higher BURST survivability than a traditional build, since that recharge only matters after the first time you click. But it's not like you want to play the game by doing something really hard for 30-60 seconds, then sitting around waiting for recharges. Then I'd compare what I came up with to a more traditional build. Back of my brain says traditional build may still win for survivability, and with much less compromise, but I'd at least look at a soft-capped build, because I could be wrong.

I don't understand why a defense soft capped regen would be bad. You'd have the same def as an SR and even nearly ignoring your secondary you'd have a ton more regen right?
Sure you'll have no DDR but you can't have everything(unless you're shields).

Well, it could be bad in the sense of everything you had to sacrifice in order to get to the soft cap. But from a survivability standpoint, it wouldn't be bad. The real question is if it would be more survivable than a traditional Regen build. I don't know. Haven't even slightly poked at the numbers yet, let alone ran one or heard about anyone running one.
