Regular enhancements (top link) can be used from +3 levels to you until -3 levels to you. (Example: You are level 20, you can use level 17 through level 23 enhancements. The lower the enhancement is, the less benefit you get from it.)

The short answer is there are several types of enhancements.
Depending on type,
* they have differing strengths (TO -> DO -> SO/IO/HO -> Sets, loosely speaking)
* some can be combined, some can't
* some work only within +-3 levels, some work forever.
* some affect only 1 aspect of a power, some affect as many as 3.

There are a couple of ways to use Set IOs: mixing and matching to get "best" attribute boost numbers (forum slang: "frankenslotting") or assembling enough pieces on the same Set to get the Set Bonuses. Frankenslotting can be achieved relatively cheaply. As for Set Bonuses, most of the desirable ones are on very expensive Sets.
So, you'll need to specify how much you can afford before people start suggesting no limits, multi-billion Inf, fantasy builds.
Teams are the number one killer of soloists.
Slot Accuracy first in attacks. Everything else is meaningless if you don't hit.
Slot Endurance Reduction before Recharge Reduction. Other way around and you will find yourself running out of Endurance faster.
Enhancement Diversification soft caps bonuses to around the value of 3 Single Origin enhancements of your level. That's why you see people saying no more than three of the same enhancement.
Most players eventually six slot all their attacks. Common configurations are 1 Acc/3 Dam/1 End Red/1 Rech or 2 Acc/3 Dam/1 End Red and relying on Hasten for the recharge enhancement. With created and well planned use of Set Invention Origin Enhancements, you may be able to get away with fewer slots in your attacks.
