I think it is a glitch in the system that lets some merits get through. While you received 10 everyone else probably got 600.
Count yourself lucky that you have any at such a low level but don't count on getting them all of the time.

If you had run Levantera's "Welcome to Vanguard" mission you would of gotten hundreds of merits.

You get 10 merits for your team setting a bomb. What you don't get until level 35 (when you do the intro arc) is the merits for defeating the Rikti.
