Powers and Trademarking
Power rings, suits of armor, etc are not power sets. They're costume pieces and character concepts/origins. We have Iron Man style power armor in the game, many different variations. The game graphics aren't really detailed enough to show something as tiny as a ring, but how hard is it to add "His powers come from his ring!" into your character's bio? (Please be more creative than that)
As far as optic blasts, how would you get a full nine-power set out of "I shoot lasers out of my eyes"? It would be very boring, as most powers would be "I look at the guy and shoot lasers out of my eyes!" That's why it's a single power in a few different power sets, instead of a set of its own.
To my knowledge, no powerset has been shelved for copyright or trademark issues. If it were to happen, I think Claws would have to be the first to go, along with at least 10-20 other sets we already have.
@Roderick
That would be more of a power animation customization. Power emanating from open hand Vs closed fist. My D3's snipe is closed fist.
And I agree with Roderick, it's never been disclosed if a power animation or set was shelved for potential CW/TM issues. I can't think any that have been removed or alter other than some MA kick animations from way back.

Well, we have Shield Defense, even though there are a limited number of shield users in comics.
As Roderick said, it's not so much a matter of copyrighted powers as it is unnecessary limitation. If you want your energy blaster to be wearing a suit of powered armor, you can use the costume creator to reflect that. Look at Positron in the game, he's wearing a suit of power armor, yet his powers are those of a standard Rad/Rad defender.
As far as a power ring goes....exactly what powers would be IN that set? Can you define a singular theme for a set that revolves around a ring? I can't....but I CAN think of a way any powerset in the game could be connected to a ring. In that case, it's a lot easier to let the player's imagination fill in the gaps than it is to try and shoehorn their idea into a powerset for them.
Some ideas are too narrow for an entire powerset (like eyebeams) and some are way too wide to fit in 9 powers (like power armor or a power ring) So, it makes more sense for the players to define how their powers work than to have people screaming "THAT'S NOT HOW POWER ARMOR WORKS!!!!"

I wasn't asking because it's what I want, I was asking at a high level if that factors in to any decision making process. I do have an imagination Roderick, otherwise why would I be playing this game, I think that's a pre-requisite for playing a Superhero game. Having said that, yes, I do believe they could do 9 tiers for it, much like they could probably do it for anything. If they can come up with the tiers, it can be done. I am all in favour of customization, and starting points for the animations, however, I also do realize the game does have some limitations. To be clear, it was a question only of the decision making process, and that's it.
Here is an idea for at least four unique eye beam powers:
Hmmm... This thread sparked my imagination. What about a boomerang type set? You could use your normal boomerang looking weapon or, like you can with shields, and energy, or fire, or ice, or dark, kind of boomerang. Now please note when I say boomerang I'm thinking of an energy ring kind of thing... I wish I could draw. I'd post a picture of my thoughts lol.
Anyway, being a boomerang set it could be open to different types and elements, like shields. Now the difference here that would be awesome IMO would be switching the elements of the actual powers, not just the looks, like Dual Pistol's Switch Ammo power does. You can switch between say, energy (knockback or stun?), fire (duh), ice(slow), toxic, etc... I don't know. I just think it would be a cool idea, and it was sparked from the talk of power rings and shields... This is my idea of cool anyway lol.
Some powers don't make it in because of potential trademark issues, ie too close to Iron Man, Green Lantern and so on. Having said that, power rings for example, exist in both marvel and DC, why could COH not include that? Powered suits or armour, yes, Iron Man is the most obvious, but they are all over the place in comics. Optic blasts, too Cyclopsish, but wait, people shoot beams from their eyes in comics, and so on and so on. How closely do they have to watch for this. Isn't it really when it leads to duplication of their characters that it becomes a problem.
