That 2nd build spends way too much on not getting hit and not enough on doing damage.
Look at a build suggestion and take bits from it that you might utilise. In the first build I see two pounding slugfests as a waste as I am not gonna miss half a hp per sec in regen. One could use one slot of another set to get the acc/dam/end/rechg ratio of the attack right and use the other slot elsewhere.

I just looked at it briefly, but a few things caught my eye. You may or may not
want to look at improving them...
1> HP = ~2200 --> 2500+ is better (accolades are an easy fixer, so nbd)
2> Regen is decent, but not great (~63 HP/sec vs ~80 HP/sec)
3> Accuracy: You might have trouble hitting stuff. Excluding Footstomp,
most of your attacks only have ~45% acc, and boxing is an abysmal
22%... On the Power Graphs chart the build comes in around 120 or so...
Your only Global accuracy help is the Kismet.
Personally, I have a burr up my backside about missing, so I slot attacks
for 60% Acc and 90+% Dmg. That will softcap acc against pretty much
everything PvE and a lot of folks in PvP - Power Graph number is ~180
4> DPS/DPE - these seem slightly low also. In spite of having 106% Global
Recharge, all of your attacks are < 45 and your DPE is all under 40
(checked with Fury @50%)
5> Apart from the taunt in RttC, I don't see that you have any powers
that will help you deal with flyers (ie. Hurl). Depending on what you like
to fight against, this may or may not matter to you.
Anyway, overall, it looks like a decent build. The accuracy would be a real
issue for me personally, but you may be just fine with it.
All advice aside, Enjoy your Brute -- SS/WP is a lot of fun to play imho.

Mid's is lying to you if you think you're softcapped. Stealth is showing as giving you 5.78 defense; however, you lose about half of that when you enter combat. Your defense numbers are still very near 45, but not as high as you may think. Aside from adding on to your damage output, I would suggest at least capping the regen from RttC, as that is the centerpiece of /WP.

I did NOT say softcapped for Defense, I said softcapped ACC.
Many things can be softcapped. In this specific case, I'm talking about being
95% To Hit (a softcap) against PvE targets.

I've copied this over from the Tanker forum where I posted by mistake.
So I'm looking at this as a final build, or at least final for a while. I focused on +Def, then +rech and +HP. My main problem is financing. This build should be very inexpensive for what I'm getting. I sold one Kinetic Combat recipe and got enough to buy 4 full sets of Smashing Haymaker and the ingredients to build them. If I pickup something really cool I'll use I'll slot it but I don't have the time to get the billion+ Inf it takes to put together some of the builds I've seen here. In fact if anybody knows a good substitute for the numia's I'd love to hear it.
But before I use a Respec I was hoping to get some proof reading done here. Mu Master is a concept thing but I'm willing to switch to another if it would make a difference, I was looking at Soul Mastery and darkest night looks like it might be a good choice, but I'd lose one of my AoE attacks. I'd like to get back to doing strike force missions again and the big groups tend to need the AoE.
