Dual build and merit question...
I don't think the dual builds work that way.
I think the character levels up to the same level on both builds. You just have the option of selecting different powers in your primary, secondary, pools, and epp; or the option to slot the powers differently between builds.
We don' need no stinkin' signatures!
It'd work the same way as if you'd simply not trained up, or were mal/exemped. The roles should result in level 30s.

Same goes for the third inspiration tray at level 25; you don't actually get it until you see the trainer. You may fight at combat level 25 right away, but everything else, I'm not sure...
Yeah, your level is always whatever level you're at regardless of build. If you start a second build, you pick powers up to your current level, you don't start over at level 1. If you then gain 5 levels and switch to your old build, you'd have 5 levels worth of power/slot choices to make for that old build. Your actual level doesn't change when you switch between builds.

I'm not sure how that would work with turning in merits, though. But I do think you can't level to 50 and then start your 2nd build and only pick powers up to level 30. But you COULD make a 2nd build at 30, and then only train one of you two builds past that point. But I don't know how that would affect merit purchases.

So you are saying the game keeps track of 3 different levels then? Current combat, actual level, and levels that you are trained to. Because I could have a character that has enough experience to be level 25, but only trained to level 24, that is sidekicked on a team to level 43. So his combat level would be 43, but I still could not access Ouro or have the third inspiration tray, but would roll merit recipes at level 25? Wow...

I believe Merits roll via your "Experience" level: the maximum level you could train to if you visited a trainer. As someone stated in a post in this thread many game mechanics use different "levels".
Yes, 3 "Levels". Most often called: Security, Experience and Combat levels.

You do know you can roll merits at any level range right? Use the slider.

You can roll at any range, but the resulting recipe will be at your level, or the highest that recipe is available at.

The level slider does two things.
1) By adjusting it on random rolls, you restrict which sets are available for your rolls. The recipes will either drop at your level, or the highest level for that set, whichever is lower.
Example: If you get a drop from a set that runs from 10-40 and you are 35, it will be 35. The slider can be set to 10, 15, 30, 37 - it won't matter.
If you get a drop that runs from 10-40 and you are 50, it will be level 40. Again, the slider can be anywhere in that 10-40 range.
2) By adjusting the slider, you can specify the EXACT level of the recipe when you purchase specific recipes.

It is correct that you can roll at any range. And as stated above the recipe will be generated at the highest possible level for that recipe OR your level, whichever is lower.
The only thing that the range slider gives you is the ability to generate recipes which are outside of your level range (say you are level 50 but want to be able to get a Kinect Combat, then you roll in a range that can generate recipes up to level 35).

IE, I spend 75 merits for a Steadfast Protection: Knockback Protection with the slider at level 10, I get a level 10 no matter my own level at the time. But all random rolls are at your experience level, picked from the level range of available recipes of the slider. I just seems, I don't know, kind of ..... sloppy.

They both rolled and got level 50 IOs.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
I was wondering how the dual build affects the random recipe rolls from merits. If I were to level to 30 on my original build, then level up my second build to 15, and then roll for a recipe while having the second build active, what level would it be? For this instance, let's assume I rolled in the 15-19 category and got a Celerity: Stealth recipe. Would it be level 30 or level 15?
