I'm sorry, but there's no way to convert. You'd have to start a new account using an EU code.

And if my friend has a Europen CD-Key but he never paid for him yet (Just when he bought the game), he has no toons or anything. He did nothing with his account, can he convert it?

http://help.ncsoft.com will take you to the support page. You'll have to make a support account if you haven't already, but at that point you can search through the knowledge base and if that doesn't help, submit a ticket for assistance.

Hey, I'm playing CoH since 2005, but I have a problem-
All my friends are playing at the Europe Servers, and I'm here alone.
I wanted to know if is there any way to 'convert' my CD-Key Number, and 'move' my user to Europe.
