So... ElM/DA or DM/ElA
They're both very different actually.
- Elm/DA : very good AoE dmg output, less good at single target. Should be fun, but quite heavy on the endurance side.
- DM/Ela : more single target oriented with a nice second heal in Siphon Life, they have a good synergy together, and you're totally free of any endurance issue.
Your call, good luck
My current project is a DM/Ela, and to be completely honest, Im surprised more people havn't picked it up. So far, with just SO's and few IO's, I'm quite happy with how beastly the combination is. I cant say for certain how end game will look, but from my experience(and I've been eyeing this build for awhile now), you cant lose. The damage aura gives DM/ some much needed AoE goodness, Soul Drain Increases that damage significantly, energize + siphon life? Yea...the synergy is fairly blunt, but Iv'e seen so few of it's kind that I feel honored every time I log in.

I had a dm/ela brute that I lvled to 50 and Io'ed out but after a while I just got tired and stripped him and deleted it. I rerolled an elec/elec since and wouldn't look back. (Disclaimer: the toon was build when CoV came out, The IO, when they first came out so my slotting probably sucked. YMMV (and probably will) )
Me reasons are simple: the lack of AoE damage in DM makes killing mobs seriously long, the constant repositioning for the cones gets annoying. the +end AoE doesn't recharge fast and barely do any damage. The +dam AoE doesn't recharge fast enough to really make a difference
The only things I liked was the single target damage, siphon life (when it hits and it never does when you need it to...) and the +dam AoE.
I'm currently leveling my first /DA so I won't comment on that since I don't know the set.
I love /elec, I think it offers a lot to almost any build, +heal, -end consumption, +rech, +end, good resist numbers. You can't really go wrong.
Quickest and Smoothest would probably be the DM/Elec. I play an Elec/DA, and it's a lot of fun, but the end issues, and lack of decent ST damage can be frustrating. As for entertaining, that could go either way.

As for the topic at hand, My vote is still for dm/elec. What should be kept in mind is the dmg of lightening field powered by soul drain. Now, ElectroHawk pointed out that Soul Drain wasn't up enough to make a difference, but from my experience, a downtime of less than 60 seconds with moderate slotting leaves you buffed for a substantial amount of time.
The siphon life excerpt actually got me thinking, and to be honest, it seems like it either crits or misses, so ill leave that alone.
A tad off topic, but what game is your avatar from ElectroHawk? I feel like ive seen it before but cant put my finger on it.

Which is funny, because Iv'e been dieing to invest some time into a elec/ scrapper. I just cant find the right secondary. I just rolled a elec/inv last night and so far with just charged brawl, havoc, and jacobs ladder, my ST damage really isnt as bad as everyones makes it out to be. Now, from a numbers standpoint, I can imagine it's towards the bottom of the list, but so far, i havn't really been frustrated, which is how a number of people refer to the set.

As I said in the quote you use., my dm/elec was built when CoV came out so only on SO's. When I IO'd it out, I really didn't have the knowledge I have now so I probably screwed it up pretty bad (which would explain my lack of interest for it).
I might take a second look at it now that I have more experience with /elec.
As for the Avatar... the answer is in the signature LOL

I am currently workin on a dm/elec scrapper. I have two IOd toons at 50 with elec melee and another at 50 with dark armor, my advise on this one is definately the dm/elec. I am lvl 31 right now (drooling for 32 MG) and aside some minor end issues I am kickin the crap out of everything. Dark and Elec Armor work extremely well together and I havent even gottan power sink yet.
My elec melee toons are a joy I love them very much, the same with my dark armor scrapper, but the two sets together would be overbearingly end heavy and could cause for problems. Also, the keypoint of dark armor is to prevent your enemy from attacking and to massively heal when they do attack, while lightning rod kills all heal targets and renders Cloak of Fear and Oppressive Gloom nearly uselss.
Here is a build i put together one night when the idea of dm/elec came into my mind. Its relatively pricey but i get the feeling it will be extremely effective, much more than an elec/da

I would recommend DM/ELA just because it's pretty fun and there are tons of endurance-management powers. With Lightning Reflex, you'll have a good chain of attack going and that -tohit debuff will make you pretty invincible...at least toward one opponent at a time. Electric Armor can also reach the defense soft-cap with a little bit of work, so that's a great addition on top of your tohit debuff primary.

Flux Tempest-Electric Melee/Willpower
Zaunte's Rage-Claws/Invulnerability
Got this interesting concept putting around in my head. And it needs to finally get out and be put into form. So I'm trying to figure which would be able to mostly just level the quickest and smoothest, and also which would be more entertaining between Electric Melee/Dark Armor or Dark Melee/Electric Armor.
