Its a good thing the new system encourages everyone to play support toons, so players don't have to worry about maxing out their builds. 
There is nothing I like more than pain doming for a zone full of stalkers.
Boy do I feel your pain. I envy those who run around with 25 billion inf builds. I will pvp with you sometime with my cheap builds if you want somebody on your level

PvP io's have been in the game since i13 or 14. infact they dropped from the sky until i15 when none dropped for about a month or so. you don't "need" the expensive io's to compete. and if it does bother you that much, you can go to the arena and have some casual PvP.

That's a pretty ignorant statement.
Indeed skill is an extremely measurable trait in PvP, and a skilled player with common IOs can beat a total n00b with a billion influence build, but generally speaking how many n00bs go out of their way to throw 6billion into a build? Have fun not having KB IOs.
And time has nothing to do the limitation of the build, that's just ridiculous.
Before i13 people could go into zones with SOd out toons and if they were skilled could crush 2-3 other players easy at the same time. With the new system that is virtually impossible to do with most toons. Skill could make up for the non FoTM build you rolled with, but now it doesn't. You aren't killing something that has more recharge, more def, more res, more recov, more regen, more dam and more procs then you.

Also, in 4 weeks of 10 mins a day or less, no pve, i went from 200M to 1B + 5 LOTGs + 1 Num + 1 Miracle.
Making money in this game is stupid easy.
