Remember, this is a utopia - it's perfect - and changing perfection can only mean making it less perfect.
Reform would be a crime, citizen.
But, I'd be willing to risk death and doom if my acts of reforming were seen as a crime. I'd just rather work with the red tape than taking a torch to it.
