Newbie ? about Buffs/DeBuffs
welcome to the game and forums!
and buffs enhance different things (regen, defense, resistance, ect), basically anything that gives you a increase from normal stats is a buff
debuff is well, essentially the opposite of a buff
buffs are awesome and debuffs are not so awesome (if they are applied to you, but applying them to enemies is awesome)
for a blaster however, defense and resistance buffs will help you live longer and end recov buffs will help you keep attacking longer and +rech buffs will help you attack more often, i dont think blasters have too many debuffs to put on enemies except from minor secondary effects of certain sets (like ice blast has a slow effect which is a speed/rech debuff)

Blasters can debuff although not as good as other AT's.
Ice as you mentions has slows and I believe Psi does as well
Rad Blasters can debuff defense making foes easier to hit
Sonic Blasters can debuff resistance causeing foes to take more damage.
Dual Pistons have Swap Ammo which gives them two debuff choices.
However ALL Blaster have the ability to hand out the ULTIMATE debuff.....

Buffs, generally speaking, are any powers which increase your (you, a team mate, multiple team mates) effectiveness in any way. +health, +regen, +end, +recovery, +damage, +accuracy, +to-hit, +defense, +resist, +movement, +recharge, etc, etc....
Debuffs are any powers that weaken one or more foes, reducing their effectiveness (see previous list, replace '+'s with '-'s)
Often, the values of these are modified based on archtype; A forcefield defender can buff allies' defence higher than a forcefield controller can. Additionally, many attack powersets have small debuffs in addition to their damage. it is often very small, and the effect is not obvious, but it can add up over the course of a fight.
In game and on the forums, you may often hear people saying that Buffs/debuffs are superior to heals. This is because a single forcefield defender can pretty much softcap an entire team's defence (they won't get hit often enough to reguire constant heals). Hitting the boss/EB/AV/GM with enough powers from a radiation set can floor it's regen and make it easier to hit. Kinetics can do INSANE things with an entire team's damage potential, to the point where you kill things fast enough that they don't have a chance to harm you.
Even Empathy, the seemingly healing-centric powerset, has a few buffs (recovery/regeneration aura) that can raise a team's regeneration high enough that few things pose a threat. The list goes on...
As for what this all means to your blaster? On a team, you want whatever buffs they have to offer. They can turn your glass cannon into a tank-cannon (or perhapps just a bigger glass one in in the case of kinetics). On your own? you may not have that many buffs to offer yourself, depending on your powersets (take aim & buildup if you can, great ways to buff your own damage by a considerable margin).
EDIT: It should be noted that enemies can buff themselves, and debuff you. Just in case my opening was not entirely clear on that.

If you're from other various fantasy MMOs that are big on the Holy Trinity (DPS, Tank, Healer), you'll find that this game's emphasis on (de)buffing over healing quite jarring (healing is a reactive measure, that sucks horribly against spike damage, or just large amounts, while (de)buffing is proactive).
If you play on redside, the Holy Trinity is even more shattered (the VATs are even less reminiscent of traditional classes than hero side).

I was hoping someone could explane what Buffs and DeBuffs do exactly..i know it's a dumb question but i can't seem to get my head around it. I'm a blaster and not sure if they are even usefull to me. Any help would be great. Thanks.

Now, if a power on its own does, say, 20 damage at your level... Three-slotting it for damage with single origin enhancements would boost this to about 38. When you are under aim and build up effect, that power's damage is adding another 30 to the total, - that's 68 damage. A resistance debuff on an enemy is equivalent to damage buff on you.
To-hit, accuracy and defense are more complex to explain, you may want to read this: http://boards.cityofheroes.com/showthread.php?t=185167 Shorter version is that 45% defense makes you pretty much invulnerable to 90% of things in PvE. (a forcefield defender can boost allies' defenses to 40% or more.) a to-hit debuff on an enemy is equivalent to a defense buff on you.
Resistance is straightforward, you take less damage from an attack.
Slow, - there are two types of slow movement slow (more of an annoyance/convenience, depending on which end of a slow-inducing power you are.) and recharge slow, - well, enemies shooting less often at you translates to less damage rather straightforwardly.
Recharge buff (e.g. from Hasten) is the opposite of slow. each 100% of recharge buff halve the recharge time of powers. so that power that normally recharges in 10 seconds would recharge in 5 if 3-slotted with SOs, and in 2.5 if you've slotted it and are under effects, of say, Accelerate Metabolism (30%) and Hasten (70%)
