I've got plenty of characters who unlocked auras but never unlocked capes.
Have you levelled up before approaching the City Rep? I think they won't give you the Aura Mission until you're "officially" 30
Yep, you need to run the cape mission before they'll give you the aura mission.
EDIT: *looks up* Huh? I was pretty sure the contact offered only one at a time.
Yeah, you'll have to clear that mission before she'll give you the next one.
Not sure if using the 'complete mission' option will work, since it's tied to an unlockable reward.

You can't auto-complete those types of missions (and besides, on hero side it's three missions long, although they're fairly short). Auto-complete is meant to be used only for buggy missions. I'd say just do it, it should be fairly quick and easy.
(and Abandon is supposed to work that way)

So, you USED to be able to do either once you hit 30 - now you must do the cape first even if you do not want it in order to get auras.

Are you required to run the Earn a Cape mission before you can run the Auras mission?
I'm level 30 and I don't particularly want a cape, but that's the only mission the City Rep will give me.
