Veteran power suggestion: Mentor.
I like it! Now for the stipulations... Make this a power than recovers quickly NOT something we can use once every TWO hours and make it so the trainer can be summoned anywhere including inside a mission.
Now you have a lot of potential help for your team. Your on a TF and someone goes DING. Vet pulls out the temp trainer and suddenly a Controller has Superior invisibility and you have 2 steathers instead of just one. A Blaster dings and now has Rain or Arrows or Full Auto. The list goes on and on. I don't see why the Devs would find any reason not to use this since it doesn't dramatically change the balance of the game in any way just makes it a little easier for the vet, or anyone close by, to level up.

It'd require new code, no doubt. For example, the "level-locking" of the trainer so you couldn't train yourself.

The main problem I see with it would be if it allowed build switching within a mission instance.
If nothing else, it would be a problem by allowing the insta-recharge of long-recharging powers. Pop the trainer and switch builds and everybody's got another shot of Eye of the Magus, Geas of the Kind Ones, tank god-modes, etc.

Instead of calling it "mentor" just call it "ancestral guide" or some sort of thing (let them take their pick of the name/appearance, but it all does the same thing) that is simply a summonable object that allows anyone to train to whatever level. It's going to be given to players that have been playing for in excess of 6 years (since I doubt they're going to retroactively add it to existing vet rewards), so I doubt you really need a reason to arbitrarily prevent players from training themselves since it's likely they have a 50 on that account somewhere and, even then, you could just as easily explain it as being something you've gotten that helps you out just becaue you've been around this long.
The only limitation it really should have is the ability to switch builds, which I would want removed for the reasons listed already.
Yadda yadda yadda here's a suggestion I had a while ago:
Mentor: Your experience lets you train other heroes.
Use this power to summon a temporary Trainer. It works just as a normal trainer, with full options, however. The trainer is spawned at your character level, and can only be interacted with by characters at a level lower than your own.
Duration: Permanent until you move away from it.
