Run us a CoHHelper report. that will give us a bit more useful info to look at.
It is known that there are an infinite number of worlds, simply because there is an infinite amount of space for them to be in. However, not every one of them is inhabited. Therefore, there must be a finite number of inhabited worlds. Any finite number divided by infinity is as near to nothing as makes no odds, so the average population of all the planets in the Universe can be said to be zero. From this it follows that the population of the whole Universe is also zero, and that any people you may meet from time to time are merely the products of a deranged imagination.
All of those servers are East Coast servers (along with Infinity, Liberty, and Pinnacle).
Are you having the same problems with the West Coast servers (Champion, Guardian, Justice, Protector, Virtue)?
Along with the CoH Helper log, please post a log from running HiJackThis as well.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I'll check on champion, just disk cleanup'ed and defragged (i think, went into sleep mode while doing it and when booted back up didn't see a completion confirmation)

It's not just the US.
EU Union side has been really choppy for a few weeks now. First noticed it when we started lagging in the last mission of the ITF, and even before that when Valley of Lag didnt so much stop as get a little bit less terrible. It's continued since then with missions and just everyday running, usually with team caht suddenly spouting various "Lag?" comments.

Your OS is also behind on Service Packs at the very least. Update that and your video drivers. Probably wouldn't hurt to update the sound drivers too. So update all that and see what results you get.

You really need to update to Service Pack 2. You don't say what problems you are having with the update process, so I'll give you a few steps to get you there.
First, SP2 requires that you have SP1 installed first, so here's the direct link to the SP1 five language standalone installer for 32-bit Vista systems.
Once you get that installed and reboot, here's the direct link to the SP2 five language standalone installer for 32-bit Vista.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I'm also looking to upgrade my ram any idea between what i can and can't get? The case is stock, then has the 8600GT I put in the one slot 2nd from bottom, looks like there is only an open slot above it, slot 3 from the bottom. I don't know if its a PCI or a PCIE slot that's left over :/

As was pointed out already by Call Me Awesome, your CoH Helper report shows NO service packs installed. None. I wouldn't have gone to the trouble to post the direct links if you had them installed.

I'm no help, because I look at that Hijack This and get the shivers. I'd be turning about 75% of that stuff off.

The past week or two (IIRC after, but not "right" after ultra mode came out) i've been getting EXTREMELY choppy gameplay. It was not just me, my teammates were experiencing it as well. You'll be fine for a few seconds, then it would chop, be fine a couple seconds, then chop, a few seconds, chop etc. Like i said I was fine when ultra mode came out (everything but base next up shadow was off, i've since turned that off and still get this chop-lag).
We were on triumph server, but I was getting it on victory and freedom as well when I checked.
