On powers tray.....top edge, next to "Recipes" you will see a "+" click it. Will be intuative after you do.
Right click on the bar after it appears, and it will give you several configuration choices as well.

It's very handy having a fourth powers tray open. I run mine vertically along the right-side edge - dedicated to all the various "travel" powers, including Ouro Portal, Assemble the Team, Base Transporter, etc.
OP - betcha wish all your suggestions had such quick solutions, doncha?

Here is an example of a way to use them....just one. As stated, right clicking the extra boxes gives you various ways to setup.
So, with another power from the Booster pack and a handful of temp powers that are actually useful now in normal rotation instead of being rare novelty things, I'm completely out of room in the three bars on most high level characters. Who would I need to bribe to get a 4th visible bar in the interface?
