It's the defining power of Dark Armor, without it you're more or less just a weaker version of Fire Armor.
TAKE DARK REGENERATION AS SOON AS YOU POSSIBLY CAN!
It is the only self heal in the game that can take you from .01 HP to full.
As far as slotting goes, if you slot only 1 IO in the entire build, make sure it is the Theft of Essence Chance for +End. I went from losing a third of my end bar when I used Dark Regen to occasionally GAINING end from the addition of that IO.

It's one of the best heals in the game. That's 30% per enemy it hits, and unslotted. In other words, in most normal situations, Dark Regeneration is a FULL heal. It's a hit point reset button. You may not use it MUCH before you have your endurance more under control, but you'll still be better off taking a blue and getting a full heal off of that endurance than taking several greens in a row. And when you can afford it and fit it in, the Theft of Essence proc is the way you better manage the heal's endurance consumption. So yes, take it.

I would actually consider a respec to take it earlier so you have it for lower level TFs and such.
With SSK and keeping powers 5 levels higher a Dark Armor scrapper gets to keep Dark Regen on Positron, which is a HUGE help.

Combat jumpin give immobilize protection. And in my opinion great combat mobility.
Cloak of darkness has immob protection in it but id suggest you not try to fight with that running unless your endurance usage is under control.
Im actually REALLY surprised you've made it to lvl 27 without dark regen. Its the defining power of the set in my opinion.
If others havent stressed to you, let me, take that power as soon as it becomes available!
Id suggest a respec on your toon. Look up some of the /dark threads for when certain powers are selected.
My favorite combo is Faceplant/DebtCap with the TeamWipe Ancillary

Just wanted to say that the Theft of Essence proc slotted there was some of the best advice I received, made a huge difference. I sometimes hit it just to hopefully get a bit more on the blue bar.
Also ditto on taking it earlier via respec if you drop down to run TFs or whatever.

And when (outside of AV fights) is a Warshade or Scrapper lacking in DEAD enemies?

Dark Regeneration can be used any time you have a target in range of it. So....you CAN use it in an AV or GM fight. Mine is slotted to give me a 812 HP heal from a single target, which is nearly half my health and a better heal than everything but Dull Pain (and it's many clones). AND it's available more often than anything except Healing Flames.
Stygian Circle becomes completely useless in AV and GM fights because there aren't any dead enemies to fuel it.
So, both heals can take you from .01 HP to full, but the fact that Dark Regen can be fueled by a single live target makes it more versatile than Stygian Circle, which requires dead targets.

And the more dead enemies you have, the less you need the heal. I suppose it would be good for farming, though, where there is always a plentiful supply of both.

I have a level 27 Dual Weapon/Dark Armor scrapper. Have not played either set before. My dilemma is with Dark Regeneration. Looks like a good heal (30%), quick cast (1.17) and recharge (30s) but only heals self, requires enemies around and has a big Endurance hit (33.8). Since this toon is already starved for Endurance I skipped this so far. I can fit it in later after I get Conserve Power and Physical Perfection but would have to drop either Combat Jumping, Maneuvers, or Assault to do it.
So my question to those with experience, is it worth it or should I stay with the three powers I listed and use other means of healing?
