1. You get more recipe slots as you level along with certain badges, etc.

You can, however, "memorize" the common IO recipes by crafting them enough times to earn certain badges.
I'm not sure what you're asking, can you elaborate?

How can low level characters be running around with full "invention sets" ..?

Sets come in a variety of level ranges. Each set has 3-6 pieces and bonuses associated with them. If you slot 2 of one set in a power you get the first bonus, up to 5 if you slot all 6.
You can start Set IOing your character from about level 10 I think, depending on how much Inf you have available. It can be an expensive route. Fortunatly IO's don't get outleveled so that level 10 you slotted will do you as long as you want, although bear in mind the bonuses can be bettered with higher enhancements. I find low level IO's useful early so I don't have to re Enhance every 5 levels but I tend to only slot them as the recipie and salvage drop.
I have 29 recipes slots at 50. You get 20 slots just for being level 50. You get 9 more slots if you complete certain crafting badges. You get I think it's 5 more slots after a crazy amount of veteran reward time, so most people can't depend on that. I sure can't lol. No game holds my attention that long and I unsubscribe when I take breaks.
Regarding what's junk, while out in the field, during a TF or whatnot, deleting a common, non-set recipe is a safe thing to do. And, really most of the confuse, pet, and other uncommon power sets can be deleted. There are some exceptions.
When you go to WW after your mishs and check the prices, you might want to check the crafted price which sometimes is just stupid high. Some recipes sell for 8m but crafted sell for nearly 20m. In fact, that's how I made my first 2b.
If you're wanting to buy recipes, and start optimizing your character, which often can be done cheaper than with the common IOs, I really suggest downloading Mids.
Now, I may have insulted your intelligence if you already know this. But I totally dig IOs and bonuses, etc, and would like everyone..oh...no, I don't want everyone to do it. They'll totally "mess the market up."

I'm not going to try to list them, but take something to Wentworth's, throw it up into your "stored" tab, and hit "find" to discover what the last 5 sold for. If any of them are in the millions, it's not junk. (There are many ways to get bit by the market, but I don't think that is one of them.)

Procs, and the proc-like 120s ("you get X bonus for 120 seconds"), will work as long as you can trigger the power (auto powers trigger once every ten seconds).
If it does not mention a duration OR a chance (such as Luck of the Gambler's +7.5 Global recharge bonus, the pet set aura IOs) then it doesn't have to be in power being used to trigger (so it can work in a power greyed out by exemplaring), but it cannot be more than 3 levels higher than your current COMBAT level to function - these ones tend to cost way more the lower level they get.

Common IO recipes sell for way more at a regular store than at the Market. They're listed on the left side of the store window, under your list of inspirations.
Named Set IO recipes sell for peanuts at a regular store. However, depending on how desirable it is by players, certain Set IO pieces (recipe and/or crafted) will sell for millions at the Market. Until you get familiarized with what's popular, you may want to check the Market for all your Set IO recipe drops. Note: if the Set IO piece is desirable, a crafted one usually sells for significantly more than the recipe itself. Part of this may be due to an expensive Salvage requirement. Remember to take that into account when you sell so you don't short change yourself.

I have been gone from the game for a good long while (they had just put in the auction house when I stopped).
I understand the basic mechanics of creating and making "invention" enhancements, I wonder about room for recipes.
As I have been playing I keep getting recipe drops but I quickly fill up. Most of the recipes seem to be junk (low level stuff - unless someone is going to tell me its not junk) but occasionally I will get one that is obviously part of a "set" or something.
Do we get more room to "hold" recipes as we level...?
