Ice/Energy Tank - Sitting on a shelf
Well, for one thing, you don't want to be stuck with Barrage and vet attacks if you exemp, so I'd suggest taking Bone Smasher much earlier. Permafrost can be delayed until very late in the build, so I'd move that to make room for BS. I'd also move ET and TF to 35 and 38. Build Up and Weave can be delayed if necessary.
I'm not a fan of Red Fortune for typed defense sets, it takes 2 otherwise unnecessary slots for a small amount of E/NE defense. Likewise, the return you get on slotting Multi Strike for typed defense is so small that it's not worth slotting for in most cases. I'd drop the two additional slots from Weave, (the End and Def/End Rchg) then slot either Icicles or WH with 4 Eradication and 2 Scirocco's Dervish for the E/NE defense, and the other AoE with Scirocco's Dervish for the F/C defense. (The bonus isn't huge, but it's bigger than Multi-Strike's) Just make sure Icicles is well slotted for end reduction.
You should also consider replacing the Imperv Armor sets in Tough (and in PF if you have the slots) with Aegis for the F/C defense.
The recharge reductions in Hibernate aren't doing anything for you since the Phase Shift nerf, so I'd pull those slots and put them in Health for some additional regen.

Hey Kinrad,
Here is a quick build that preserves most of the powers you were interested in while soft-capping to S/L/E/N without Weave. Once I was soft-capped on my Ice/Fire I eventually respecced out of Hibernate because I found I never used it.
I always try to keep the 'everyday' average player in mind with builds that don't break the bank for various reasons. You could clearly upgrade later with uniques in health, go to a LoTG in place of the Serendipity, Kin Combats for the Smaching Haymaker and so on, but I bet you find you don't need them.

Sure thing Kinrad. You could work the slotting on that to get almost all the def bonus in by level 34 slotting, so it should do fairly well exemping down.
I have a couple of alternative builds that grab an AoE in the EPIC pools as well. I also found myself skipping Permafrost in order to get Fireball on my Ice/Fire - that may help your overall AoE potential on EM as well.
If you are set on Energy EPIC, I also had an alternative which uses Torrent - Torrent kind of gets a bad rap for the KB, but it hits basically as hard as Whirling Hands does but in only in a (decent) cone.

Okidoke, using Lord_Cyclones build as a guide/template and using advice from other posters in this board I came up with the following build.
The big things to me:
* 400 extra hitpoints
* Softcap to all but Psionic/Fire *without* using energy absorption
* Decent defense/resistance to fire (not great, but playable)
* I dropped Hibernate, and picked up fly. I really like fly on this character for concept, even if I have to wait to 50 to pick it up.
* I have a very expensive Numina set, but can swap it out for a cheaper Miracle set (and not use the UNIQUE) to still get my HP bonus if I find it too expensive for my tastes.

Power order seems wonky. I'd swap Boxing and Wet Ice, and Icicles and Glacial Armor. Those things can really hurt when you exemp down.

Did you mean to drop Energy Transfer? Sure, it's slow now, but it's still the mack-daddy attack of the set, and I don't see much point in using Energy Melee if you're not going to get ET. I'd strongly recommend you drop Fly or one of the other ST attacks and then rearrange your late build powers so you can get ET at 35.
The Red Fortune End and End/Rchg are a complete waste, IMO. You don't need that much end reduction, and you're already past the soft-cap for E/NE. Use those slots for Energy Transfer if you pick it up.
Instead of the two Focused Smite in Energy Punch, try two Pounding Slugfest for the 8% regen bonus. Similarly, 2 Scirocco's Dervish in your AoEs instead of the Multi Strikes will give you a 10% regen bonus.
You want to slot defense in EA as well as recharge and end mod. I suggest frankenslotting defense and end mod sets to get as much of all three as possible.
If you find yourself needing slots, you might want to consider dropping the Gaussian's in Build Up and replacing it with 2 Rectified Reticle and 1-2 common recharge IOs. You won't get the small E/NE or F/C bonuses, but you'll get a slighter large S/L def bonus and save a few slots.

The 2 extra slots in Weave were holdovers from a previous build that I hadn't adjusted for, I think I want 5 slots for the 5% recharge, but that does free up a slot.
Interestingly enough, I don't need the defense bonus from Gaussian's either anymore, so I am going back to another plan that uses the Rectified Reticle and Adjusted Targeting sets for a little S/L defense and a small damage bonus.
What would be the purpose of adding additional defense to Energy Absorption if I am already soft-capped to most everything? I don't see much movement of the defense number?
I took out Energy Transfer because I found myself constantly zapping 10% of my health every time it was up, and figured I could just plink away with the 2 smaller attacks anyhow. Is it really that horrible an idea?

While you are going to be softcapped, the great benefit of EA's defense is twofold. You'll be adding nearly 10% defense to all but psi. This goes to help with your fire weakness (even if small) and gives you some wiggle room for -def debuffs. While you have high resist to the debuff, leaving more defense to have to eat through allows you to avoid cascading def issues. Very helpful.

I added some regeneration, kept 25% recharge, enhanced EA with def and endmod, and swapped ET back in (and if I hate it, its a real easy change to put Punch back in instead).

A very minor tweak here, I changed the two serendipity sets to Gift of the Ancients for 5% more fire resistance and some nice recovery and end bonuses. I removed a slot from physical perfection for the Kismet +tohit, which more than makes up for the 6% accuracy loss from the two serendipity sets.

How about something like this build:
Slots up Boxing for your low-level plink-plink attacks and allows you to save your Energy Transfer if/when you really need it or want to use it. I doubt you will notive the 3-4% loss of fire resist from Permafrost.

Percentage-wise, there's a difference. But what that equates too is only fractional when looking at defense and endurance gained. It may be stronger as an end drain power on my set up, but again, that would be marginal. So go with the cheapest set up, if you ask me.

LOL, in the time that this post was sitting here, I deleted the character, re-rolled as an Ice-Fire Tank, and got all my Incarnate slots open and slotted with T3 or better.

About 3 years ago I had a 'great' idea for a concept character, and Paragon Polar Patrol was born. I played him for nearly 40 levels before shelving him as too difficult to play, and pulled him out once in a great while and somehow got him to level 43.
After playing my BS/SR scrapper at the softcap from level 45 - 50, I really think I can play my tank if I just build him better, and so I ask humbly for any advice you can give on my proposed build below.
