Destined One Arc .. Alan wont give it to me

Okay Destines Ones I ran into this last night and it has me stumped. I hit level 45 and contacted Alan to get the last missions he has and was looking forward to battling Statesman. So I find Alan in the inactive area and call him and get this message:

You either need to complete the missions your Patron has for you, or do previous work for me before I can put you on this task. If you have not completed your Patron path, go and speak with them in Grandville. There you will find Ghost Widow, Captain Mako, Black Scorpion or Scirocco. If you have no idea what I'm talking about, speak with Arbiter Rein in the Spider City neighborhood of Grandville.
Now I HAVE completed all of Alan's other arcs, along with Brick Johnson's and Fortunata Hamilton's plus I have not only completed Mako's Patron arc but the arc after it where you stop him from gaining the power of the Leviathan. In other word YES I have my Bloodletter badge and NO I don't have any of Alan's old arcs outstanding. But everytime I try to talk to Alan I get that message. The only thing I haven't done is take any Patron powers yet.. I probably will at level 47 but frankly I had a couple more powers from my primary and secondary powers I wanted more.

So is Alan actually telling me because I didn't pick a POWER he liked I can't fight Statesman and complete all of his arcs? Anyone else experience this problem? Should I petition to get help from a GM or what? I certainly hope Patron Powers don't determine me getting mission from a contact. I could have sworn my build was MY BUSINESS.

Perhaps you have to follow the Patron arc all the way to the end - learning about Project Destiny and fighting Lord Recluse?

Geez I HOPE not. That means before I can get a 3 mission arc from him that includes 2 "talk to" missions. I need to run another 13 actual mission and 5 more talk to missions from Mako? That's two story arcs and I'm almost level 47 now.. I'd be pushing 50 by the time I got to run Alan's mission and supposedly I can do it anytime after level 45.

I'm assuming he means I haven't picked and competed an inital patron arc. He does tell me to see Arbiter Rein and that's the contact that sets you on the path to gaining a patron by reading all the plaques. Like I said I did that at level 40 and have even done the second arc where I betray Mako for Arbiter Doas.

You have to finish all the arcs your patron has available including defeating Lord Recluse.


Level 50s: to many to remember at this point

this, you have to complete the patron arc all the way through to where you kill recluse (so basically all of it)

edit: more specifically i think you just need the "usurper" badge from the final mish where you kill recluse in the future
