Can't Download the Version off the site!!! Please Help

I'm assuming from you saying that you've tried from your "account page" that you're referring to your NCSoft Master Account. Perhaps try downloading it via the main CoH page here: http://www.cityofheroes.com/account/...of_heroes.html
I'm pretty sure the source is the same, but its worth a try.

To download the game client, you will need to follow the instructions below.
1.Log into NCsoft Account Management.
2.Click the Game Accounts link.
3.Click the game account for the game you wish to download.
4.Click the Download Game Client link in the Actions section
This will be a little file, around a few MB that downloads/updates the rest of the game. The rest of the game will be 3-4 GB and take a fair while to download. Might be quicker to use a friends CD rom and copy the CDs file onto a USB drive.
If you still have trouble, please post with a bit more info... are you using windows/xp/vista/7, MAC OS, etc etc
What error message do you get?

If this laptop is by chance not a full blown laptop and instead a netbook or so, there's a fair chance it won't be playable, or if it runs it will run only on the lowest possible settings. My roommates netbook can't get past the login screen, but a friend of mine manages to play on his, if barely, heh.

This downloads the updater, which will download and install the game for you.

You can just get it off the official City of Heroes FTP.
US Updater
EU Updater
Run the one matching your region and it'll prompt you on where you want to install the game, and download it all from the servers. If you have CoH installed anywhere else on another PC, you can also just copy it over manually using a USB drive or similar.
