electric shackles bugged?

Hey guys,

Was just fighting vs a corruptor with electric shackles epic power in arena, I had my stats window open as normal and instead of the 8 secs -recovery it seemed to be on permanent. The guy said he slotted nothing more than regular IOs in it for end reduction yet my recovery was always in the red.

This a known bug or just some random thing?

I know heat exhaustion from therm is perma -recovery. Looking at his powers and his build all he had that could -recovery was electric shackles.

Didnt seem that way but could have, still power sink isnt -recovery is it? just -end

PS does have -rec but due to the long recharge it could not have perma debuffed you. And unless he has 400% max recharge (which DR doesn't let you come close) ES's -rec can't be made perma. Were you playing with DR off?

Thats a valid point about DR, he set it up so its possible he simply turned it off and didnt say anything.

Just thought it was strange that I was perma -recovery when he wasnt even built for it except the couple of powers in epics. 8 seconds is something you can phase out for, permenant your kinda screwed unless you can kill them before endurence runs out, and against a pain dom corruptor thats not gonna happen.

pain corrs are nearly impossible to kill with DR off and alot of wack players know this and used to try to trick you into playing with it off back in i13-14. The best thing to do is set up a match with someone who has shakles slotted up and with decent global recharge and test from there.

I was the one who fought sun in that match.
Here is what i did:
/Ai Sunstormer
Set Timer to # of kills: 5
Set Level restriction since i was higher level than her
hit list/start

Was non inspiration fight.
I did not use any powers over her level which was 44.
i have 2 lvl 30dmg, 1 lvl 30 acc, 1 lvl 45 rech level.
My tactic was to keep her at a distance because a toe to toe fight would be her win (tested it twice)
Kept my distance while holding her with Suppression/hitting her with Shackles, a found sometimes i had forgotten to swap rounds so had -defense on her with a mix of ice damage since she was fire. my attacks are Pistol, Dual wield, exec, pierce suppress and shackles (offensive) all with level 30 enhancements.

If shackles is bugged id prefer to avoid using it as often, but she is a claws/fire and it seemed to me more of a spam of moves that was draining during the 8s -recover that was burning her vs anything perma, but i wasnt on the receiving end of it so i cant tell.

this is a pretty huge bug if its really a perma -100% recovery debuff. anyone test yet?

Why? So every baddo respecs into it, knowing that it won't be fixed for 2 years? Might not be a good idea

Well if it is broke you know they will probably fix it as fast as blaster drain psi.....
