Health or Hurdle
Well, Hurdle is of minimal benefit during missions without Combat Jumping, so it would mostly just give you a little more height on Ninja Run jumps when going from A to B. As far as stacking Health, I'm not sure I understand the problem. Isn't regen simply additive? In fact, I would think Health's contribution to your total regen would be LESS noticeable if you did have more to stack with it. It's not like Defense where that last 5% to the soft cap represents cutting your incoming damage in half. It's just another chunk of hp/s. Assuming you have good defense, I figure having a bit of regen is always nice to top off your health from those little cuts and bruises that don't warrant using the self heal. And while you don't have any regen from powers elsewhere you might pick some up in IOs even if you're not necessarily planning that way.
If on the other hand you ARE taking Combat Jumping then I would definitely take Hurdle over Health. Hurdle+CJ is gold for combat mobility on a melee toon.

Actually, health gives a few options. #1 the unique IOs regenerative tissue and numina's both can stack with it. #2 There is a good chance that whatever you put in your defenses will give at least a little regen, and 3 if you have any purples you'll have some regen.
As a defense set, once you softcap the only way to get better survivability is with resistance and healing. Regeneration fits that role nicely. And even before the softcap it is very helpful.
Plus, on a purely subjective level, it's less downtime while levelling. I've seen builds where people built for regen and pickup up as much as 30-35 hp/sec. That is very significant on any character.

Is Health worth grabbing on a Stalker without any inherent regeneration to stack it with? (e.g. Ninjitsu)
Or would it be so unnoticeable that I'd be better off grabbing Swift + Hurdle to make up for a lack of travel power besides Ninja Run? Stalkers seem to have low-ish health, which means less health restored per regeneration tick... |
Swift grants you a 35% run speed increase which with a single SO translates to an additional 6 mph on top of the base 14. While hurdle doesn't give you as much jump height increase as combat jumping it gives you a huge jump speed increase - 124% unslotted, which translates to an extra 22 mph on top of the base 14. With ninja run that becomes 55 mph total. As a comparison on my L37 blaster super speed + sprint gives her a run speed of 69 mph, so hurdle + ninja run gives you a jump speed that is about 2/3 of superspeed, plus you will have fairly good jump height (37 feet)
Health is kind of a stealth power - you don't really notice it working but it DOES cut down on your downtime considerably. You can live without it and I HAVE gone with swift + hurdle on some characters but usually thats on regen scrappers who already have a ton of regen from fast healing and integration.

I've only skipped Health on my Elec/Thermal Corr, and went with Hurdle/Swift, but on my others, I like health because I can 2 slot it, put those two IOs in it, and be good to go.
