Does DM/Inv Ever Get Better
It does get better. It's arguably the sturdiest combo out there for S/L situations without significant debuffs.
They are very durable. Unyielding is just your status protection.
Invincibility, which you get at 28, I believe, is what you're really waiting on. I also have to ask if you have Siphon Life and Dullpain, as those twop powers together make you a force to be reckoned with.
Willpower has more passive regen than Regen does. Who thought that was a good idea?
Can we get a fix for Energy Melee instead of more new sets?
For me, I find that Scrappers are (for the most part) are squishy until around level 22. By this point I feel Scrappers ramp up in defence and offence significantly.
Just hang on for a little bit longer!

DM/INV is an awesome, awesome monster of a toon at higher levels.
What you are needing is Invincibility at level 28.
In my experience with the sets, I would highly recommend that you get Siphon life as soon as you can possibly get it and get dull pain as well. Emphasize slotting them both (in a good end build, Siphon is going to be 6 slotted. Dull Pain is at least 5 slotted, depending on how you want to build...I 6 slot for a few different reasons).
Although my DM/INV has been level 50 for about 5 years, I can vividly recall that it WAS some tough sledding on those final handful of levels prior to 28. But, as an illustration to just how much Invincibility will change your toon when you hit 28; although it was about 5 years ago since I hit 28, I STILL remember exactly what happened when I hit 28.
I was in Terra Volta trying to get to 28, fighting Freakshow on a catwalk and just grinding and grinding. I leveled, got Invin and came back and picked back up with the Freaks. Two minutes later, I was like "Yes. This is exactly why I wanted an INVIN!"
Stick with it, you'll love your toon.

I don't have one myself, but DM/Invuln was one of the first combos to start pulling off the crazy stuff people test their builds with nowadays. It gets pretty sick later on.

I find that a bit strange, I felt pretty strong on my DM/Invuln when I created him back before the DM and Invuln buffs (Unyielding still had the 3.75% def debuff). What content are you doing, and at what difficulty? What does your build look like?
I may not have had issues since I did many things I bet others wouldn't:
*) I took ToF at lvl6 and abused the hell out of it.
*) Soloed on Heroic until the mid 20s. (Pre-Beginner's Luck. I hate missing when fighting higher cons at low levels.)
*) I did a lot of PvP missions before they reduced the rewards / took away the ability to call the contact. I was going from mission to mission before the 30s PvP immunity wore off. Also, this was before paper missions.
*) Took Stamina at 22
*) Took Siphon Life at 24 (pre buff, remember; it did about half damage and had a longer recharge.)

I've got a lowbe DM/Inv scrapper (16) that I'm at the end of my rope with. I just picked up Unyielding and I had hoped to see some increase in survivability but none was to be found.
Has anyone played this to high levels, does it ever mature and get decent? I'm okay sticking something out if there's a light at the end of the tunnel, but if there isn't... I really like the character concept, but I'm seriously considering remaking into Shield/EM, Fire/WP, or Shield/SS... |

I have a lvl 29 DM/Inv with just common IO's and he is very sturdy. He misses every once in awhile, but for the most part, he is extremely tough.
As tough as a single sword primary? Perhaps not, but there are other forms of mitigation besides def.
