Aggro Bug?
This is how it's supposed to work (though it's actually 17). That is the aggro cap. After that, they won't focus on you, until you kill one of the other ones that is aggroed on you.

So whats the reason behind this from the mob point point of view?
Random Thug: "look its a hero lets go teach him a lesson"
Random Thug 2: "Yeah beating up citizens is boring"
Random Thug: "Wait he already has 16 guys following him lets pretend like he is not there"
It's:
"I think those 17 guys can handle the big guy. Let's go try to smash the little guy with him"
Edit -> Mechanically, it was done to prevent Tankers from herding an entire map, allowing the rest of the team to wipe out huge amounts of enemies in complete safety.

^This^ is how I feel it was before, you could grab tons of guys but any over *17*(not 16) would attack your teammates but now with them completing ignoring me it just seems weird. EDIT: Unless you have a build that can kill a specific AV or something with single target damage but can't survive getting hit by it, like might not work out but maybe an Inv Tank on a mish with SL damagers and Psi damagers grabs 17 of the SL which don't bug it much so it can kill the Psi ones that won't fight back.
Well like I said was solo. So there was an EB and to make killing him faster walked to him through a few mobs to flood AoG, didn't really noticed that some of the mobs didn't follow but when I got to him he wouldn't attack me which I guess can't really be exploited but seems weird.
Now its just an easy way for solo people to bypass annoying things, like I could go to the hive and grab 17 little low lv DE and just walk past all the monsters or even hami if he spawned after I grab them.
This also makes me feel less Tanky.
If you are solo, they will just ignore you. If you have teammates, they will go for them, if they've done something to get aggro on them. It's worked this way since I5, I think (maybe I6).

Here is a demorecord of me testing the aggro cap last year. I herd up 17 monkies, and taunting will not grab any more. If I damage a mob, then one of the mobs previously aggroed to me will be pushed off and return to their spawn. I suspect it was done to prevent...

It may have just looked like more but with my experience before I17 you could attract more then 17 but if any teammates came close any above that 17 would peel off and attack them, so a tank could herd massive numbers but it would be more dangerous cause large numbers could peel off and attack other teammates.
I mean I understand not being able to keep more then 17 from attacking someone else but them completely ignoring you seems odd.
My typical tactics for solo farming with my tanks on __ / equivolent to 8 man team:
Aggro mob #1.
Aggro mob #2. Watch some of mob #1 return to their original spawn point.
Herd to a position near a mob #3. Note: this mob will not take notice of you unless you damage some of them.
Use AOE's to defeat members of mobs #1 & #2. Some of mob #3 will now see you and will begin to attack. The stragglers from #1 & #2 & #3 will start to filter in as you defeat their buddies.
This will not work if you have any teammates even close to you but it will allow you to mimic herding of multiple spawns at one time even though aggro cap is 17.
I noticed something on one of my tanks I didn't see before I17 so assuming its part of it but it doesn't make much sense to me.
So anyways before I17 I could gather up huge mobs but when it got above 16 they would get peeled off on team-mates. Which solo is not a big deal.
So yesterday I did a few solo missions and once I got 16 guys aggroed then something weird happened.....everything else just ignored me. I mean completely ignored me like taunt didn't get them to turn my way.
