Wewt, my main has like 70 now.
Yes, it's due to the power customization fail introduced with Issue 17. A lot of characters lost their customization on costume slots 2 or higher.

My oldest, which actually isn't my main got 79... 
They have given out 1 free costume token per costume slot (I checked with a new character that had previously had no tokens).
It is mentioned at the bottom of the Live Server Publish Announcement

After this issue which i am not too thrilled about with all the little stuff i was not happy to find out that all of my powers reverted back to normal colors and i had to go in and change each set on every toon and with an altoholic like me that took three days and it wasted alot of money that shouldnt of been needed

EDIT: Not that I'm disagreeing with you, I don't have customized powers on as many toons as you seem to have, but it's still been moderately irksome (although I was able to correct them immediately on most of my toons who have tokens piled up).
