Paragon City Hero Registration?
In the back of one of the old City of Heroes Comic Books, there was an blurb about how Heroes could lose their tax exempt status if they overzealously engaged in politics.
Accepting that means there are some financial benefits as well.

My take was that registering with the FBSA simple menat you offered to work with them , making use of their contacts , offices , et al .. thus you become a active hero that they can call one ..
If you dont register with them then you are an independant hero ..
The Citizens Crimefighting act is a seperate thing .. . and is there to allow citizens to act as law enforcement officer LEO, providing the same legal protection as the Police , and that any private security firm would give to its employees ..
If they are breaking any law the act is irrelevant in that situation Because they are breaking the law , and not acting as a LEO ..just as if a Cop stole a car , and knocked someone down .
Until GR comes out we do seem to lack any giudelines on vigilantte types

Rock pretty much nailed it. Anyone can fight crime providing they don't do anything a Policeman would be prosecuted for doing in the line of duty.
If this does happen, then they're breaking the law and the act won't cover them for that breach. They'd likely be tried like a Police Officer would.
They can't lose thier job over it though since they don't have a job to lose. The whole point of the act was to avoid anyone being punished for legitimately fighting crime. As long as you're legitimately fighting crime, it's hard to see why people would have a problem with that, past transgressions or not.
In fact that's fairly important, as there's lots of characters who couldn't become Police due to age, past history or just a general disregard for authority who can still fight crime in their own time.
As for what Registration is? We don't know. Likely it gives you access to FBSA resources, which they may well revoke if you mess up bad. But they still can't stop you fighting crime.
One of the CoH comics had a hero trial thing too, due to conduct which seemed to non-deliberatly cause the death of a fellow hero.
The way it seems to work is that you register yourself, and so long as you don't go too far ie using excessive force adn killing people, you're all fine and get the FBSA's help, resources and list of contacts for investigating things.
If you do however use excessive force or kill or otherwise get your lience revoked I belive you loose all that and simply become yet another villian to be caught by the police/longbow/hero corps/indipments and so on.
So what the heck is it that our heroes register for with the F.B.S.A ?
From what I understand, there was some sort of act, which allowed people to avoid being sued for their actions when fighting crime. You know for broken bones, phones and other property during the arrest.
But how does this actually work, is it for this legal protection that our characters register with the F.B.S.A?
Do we lose this protection, if we are proven to be in violation of the terms of the act?
From what I understand, heroes are supposed to be limited to what the police can do, so if a hero goes too far, are they punished like a police person would be?
Do they lose the protection, meaning that the government will no longer bail them out when they are sued?
Or is it an outright ban, like Doctors and Police Officers encounter?
Or will Uncle Sam always be there to bail out a hero, as long as they are being lawful this time? ((Assuming they continue being a hero, after prison and so on.))
Or is it something we dont know about and it might get explained in Going Rogue?
