Look, it's pretty simple. Your character is more proficient with his PRIMARY powers than he is with his SECONDARY powers. No, that's not going to change.

For example on 1 power set you can only choose between 2 powers but then on the next power set you can only choose 1. What is the reason for this feature?

Because it's primary vs. secondary powersets.
Because it's incentive to make a Corruptor over a Defender, or a Defender over a Corruptor.
Because it's incentive to make a Tanker over a Brute, or a Brute over a Tanker.

Wow, the OP must really hate gale.
Look at it this way: Level 1 is the only time you get TWO powers at one level. Think of it as an extra special BONUS reward. Fun!
If you don't want your secondary tier 1, just pretend you didn't get that bonus. Remove the icon from your tray and ignore it. Then when you hit level 2 you can take the tier 2 you wanted.

Keep in mind that once the Power Pool opens up at level 6, you have *21* new powers to choose from. 2 Powers from each of the 10 Pools, and the 1 that opens in your Primary.
It's actually only at 2 and 4 that you have a limited selection of Powers. From 6 on you probably have about 20 powers you can choose from, on the average. Of course, many of those options will eventually close off other options, for instance even though you have 40 Powers to choose from in the Pools, you can ultimately only choose 16 of them.
And in fact, I suggested a long time ago exactly what you're suggesting, make two Secondary powers open up at level 1, but don't open a main power at 6, specifically to give one more option for levels 2 and 4. It would not really do much, though, and I made that suggestion LONG ago.
I do still find this one of the more frustrating aspects of character creation in this game.
Certain secondary power sets force you to take a bit of a turkey (like Gale, as Penny says ) or something that you'd really rather defer till later (like RPD in Scrapper/Brute Invulnerability).
It's like this because someone made a decision way back that it this is the way it would be, and it isn't really bad enough to warrant developer time to change.
I'd much prefer it if it worked the way the OP suggested, and you could choose between the tier 1 and tier 2 powers.
(While we're at it, I still get ganked occasionally by having to take 4 of the 6 powers available before level 6 grumble grumble...)
It's not a big deal, but I think it is off-putting to new players. I may PL characters to 20 in 5 hours these days, but when I first played the game, a whole power selection was equivalent to hours of play.

Nothing wrong with Gale. Dunno about you, but I don't like it when I get pounded into paste because my Controller's AoE immobilization missed several melee types decided they wanted to play... Gale has saved my various /Storm Controllers many times.

I found Shockwave on my Blaster awesome (a similar cone KB) but only because he was lacking a few basic defensive moves. On a Controller I found it gets kind of swamped by the other options
Bill - very good point about Stalkers. I don't have an answer to that.

It's a long way to level 22 (I know, it's 20, but Stamina comes first). Not everyone power levels, after all.

But even a completely new player can respec for free these days using dual builds, and wouldn't it be nice to be able to respec out of powers once they were obsolete?
This thread is concerning the in-game limit of character creation > powers. I mean their seems to be a limit on your choice of powers from lvl 1 (not to do with lvls or AT's). But why is that?
For example on 1 power set you can only choose between 2 powers but then on the next power set you can only choose 1. What is the reason for this feature? Because all it seems to me that all it does is create some unnessesary limits.
My suggestion is that you should always be able to choose between 2 powers from both chosen power sets during character creation to give the player more freedom of choice. If this change was actually implemented the player would still have to pick from those same lvl 1-2 powers regardless.
Thats the idea...
