There is more than one building in the Hollows that has a "Pinnacle Apartments" Billboard. I went to the wrong one at first as well. Check your /loc to verify you are in the correct spot. If you are all the way on the West side of the Gulch.. you are in the wrong spot. If you are all the way on the East side of the Gulch.. you are in the wrong spot.
If you head in the direction of where the Green, Yellow and Red areas meet on the map, you are sure to see it. (At the north of the Gulch, not the river)
