It looks like a variation on the Jeweled Belt. I suppose you could use the Jeweled option as a replacement and poke the costume dude to make it available to players.

While I don't got redside much (ever lol) I do know the costume creator very very well... that belt is not a selectable option for player characters.
I was passing through Sharkhead Black Market and spotted this belt on the Merit Vendor. Perhaps because I was playing a very short toon, it caught my eye, but I don't recognize it. Anyone with a sharp eye and a knowledge of random costume bits, able to identify it?
