Shield Charge has its own damage cap?
All pets are capped at 400%. I believe Lightning Rod is like this as well, for example. The damage they deal is done by an invisible pet created at the target location.

Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
IIRC, Shield Charge is labeled as a Pet (like Lightning Rod) and subject to the Pet Damage Cap.

This is why stalkers can use lightning rod without breaking hide. The pet attacks, not the stalker, so the follow up attack can autocrit.

Doesn't that seem like a bug? Is there some technical reason why they can't flag summoning the pet as an action that breaks hide?

But really? Yeah, it seems like a bug. But that's also why LR doesn't (can't) crit, so I guess it's a tradeoff. If they make it break hide, they'd better make it crit.

It really sucks relative to scrappers now that theirs was increased by ~70 base damage.
I think brute version should be increased a bit to compensate for them being unable to benefit from their high damage cap. They have low base damage and insane caps on normal attacks, but L-rod/SC just has the low base damage and a low cap.
*More for L-rod as SC is just ridiculously good in all versions considering it is better than L-rod in every way.
