IO'd Potential of Powersets?
Can't speak for many of the great builds, but my Elec/Shield/Fire scrapper is one of the best combo's for AoE damage/farming/tf's and general all round play.
Fire/Shield is a close 2nd on the AoE front, with better single target, and Dark/Shield is better single target again, but not so much AoE.

All of them.
Almost anything can become fairly broke if cost is no object. Some builds can go from so-so to gods with top sets (Shield Scrappers), some go from lousy to merely solid with sets (TA Corruptors) and some builds are broken even before sets (Robot MMs, Fire/Kins), but generally speaking, just about anything gets pretty over the top with good sets.
As for "best at what", it depends what you are looking for. Survivability is certainly one thing, with the ability to soft cap defense and get ridiculous amounts of regen. And with Sets ability to get huge amounts of recharge, characters can get twice as good (fast) as what they already are good at - damage, control, debuffs, you name it. And with sets ability to take care of little things like Accuracy, Endurance recovery, and recharge, all your powers can be maxed out for what they do best - again, damage, control times, etc.
Let's put it this way: in answering the question of which archetype or power combination within an archetype is best, the differences are pretty small overall compared to what tricked out sets give. In other words, a top set toon using 'unpopular' power combos will likely be a lot better than a 'popular' build using only IOs.
Thugs/Traps or Bots/Traps MMs.
I'd like to put forth a vote for warshades and peacebringers. As they are slot starved, sets really help them get the most from their builds.

Dominators in general receive huge benefits through IOs. Perma-domination grants full mez protection, effectively unlimited endurance, and double mag with augmented mez duration. Any Dominator with high IO recharge bonuses is markedly superior to Dominators without IOs.
My personal favorite build is a Mind/Fire/Soul. You get excellent AoE damage, 300+ single target DPS that can be sustained indefinitely with the endurance boost from Domination, and the most potent control suite in the game. The amount of raw control and damage that this build can put out is astounding.
Fire/fire dom that makes everything else look like it is using a butter knife while it has a chainsaw to dispatch enemies.
-haven't seen one, but I've got a mids build that does so much more damage than anything else it is disturbing.
Ill/cold with perma PA
-again haven't seen one, but it is possible and it would do everything an ill/rad does except faster.
If BaB's ever gets rid of redraw I'll give a nod to a perma pets Bane that would be right up in the 400 dps range like the fire/fire dom. But until then.
Warshade.
A Blaster can go from constant faceplanting to soloing GMs and AVs with proper IO usage.
I suppose drain psyche is a big contributer to actually getting GMs down, though. =P I have a dp/kin corruptor who can go toe to toe with the Ghost of Scrapyard, but transfusion just doesn't bring enough -regen to down him. At least in a casual test.
My search-fu is a little weak, so if this has been discussed at length, I apologize.
I'm always in search of a new alt and am a bit of a min-maxer. So what I am wondering is... what powersets have the most potential when completely IO'd? Any AT, any role in a team, what is the "best" after pouring billions of inf into a build? And best at what? The sky is the limit here, no holds barred.
Also a preemptive gtfo to anyone who says "it's a game, play what's fun". =)
