New Blaster
Yay! I'll be the first player in CoH to make a Rad/MM blaster!
Just saw your post. Rad/MM, in the build I've seen played by a friend, is a near-suicidal blaster that works best in melee where it can make use of Psychic Shockwave, Irradiate, Drain Psyche, and World of Confusion. It's /okay/ at range, but if you want a pure ranged blaster than you'd probably prefer something else. This puppy is a PBAoE Blapper. My friend makes liberal use of break frees and Surge of Power when playing his, relying on blues, drain psyche, and periodic resting. He stacks Psychic Shockwave and Cosmic Burst to Stun bosses, and poured a lot of money into his build for as much recharge and damage as possible.
His build is able to do some crazy things that no one else would WANT to try, but it fails spectacularly just as often as it succeeds.

Rad/MM is a good Blaster and as Mr G has said, born to be played in Melee range. Irradiate with the -res proc, Drain Psyche and Psychic Shockwave are all great powers that can cause some good AoE damage. Cosmic Burst is a nice ST attack too.
However, if as you say you slots are limited and you're looking for the best allround Blaster then I would have to suggest Fire/MM as that can simply put out just as good AoE AND better single target damage.

I would suggest Nrg/Elec is one of my fav's which is a combination of two you already have sooo I doubt you would find it as fun as I do. The Nrg keeps them at range, and if one were to sneak there, Elec has some power melee with stun's that makes quick work of anyone that gets near. Team that up with force for some resistance to s/l and another AOE attack with Knockdown. Very fun to play.

Looks like a fun build. As an alternative to the actual reliability of PFF, you might consider investing heavily into Elec Mastery for EM Pulse and Surge of Power. My friend's build uses EM Pulse right after Psychic Shockwave, and Surge of Power has a very cool micro-nuke effect when the power deactivates. He also uses Static Discharge on top of Psychic Scream for added damage.
Power Mastery looks smarter to me, but I thought I'd throw it out there.

I've played a rad/mm for the last week or so. I'm not really a #'s guy and I don't really have an effective grasp on IO's so any suggestions on what to change would be appreciated. For me this blaster has teamed very well. I do have to get into the thick of things for a couple of my powers to be effective. When I solo I generally have to rest OFTEN my health just takes a major pounding VERY quickly. I have no way of stopping the baddies from running to me, I can lock down one of them but the rest come running. Right now I have the very annoying issue of having a tiny smidgen of HP left on who every I'm attacking after my 2 or 3 string attack, so I have to waste the end. to finish them off.
I am really enjoying the rad/mm in teams tho very fun. I kinda like the exhileration of being right on the edge of death...now if only I can stop going over that edge!!

I took a look at your build and here are my comments. Remember, I am only level 22 but I do have experience with both sets outside blasters.
- I'd slot DOs/SOs because they are more effective at these levels than IOs.
- I slot attacks 2 ACC, 1 END for the first 3 slots and then adjust as I level
- I skipped Electron Haze because the KB didn't really jive with my playstyle
- I tend to ignore slotting the Immobilize power from the secondary until late levels, and most times...not at all
- OMG GET AIM!!!
I think if you slot level 25 SOs, drop EH, get AIM and move around some slotting that you might find your endurance and health more plentiful.
You might also consider putting an End Reduction in some of the heavier powers. Beyond toggling off my travel powers, which I forget on occasion, the single greatest drain to my power is the heavier attacks that I want to use at every turn.

Thanks, I'll take a look at some of those changes. I've never taken aim even on my 50 blaster, but I'll give it a try, I took concentration but it's on for like 8 sec and I can barely get of a couple of shots, + it takes too long to recharge and I've slotted for recharge. Hopefully aim is better then that.
Last night I enjoyed 2 shotting even cons with snipe and xray. the snipe recharges quickly and it made quick work of smaller groups. I don't know if hitting with MM helps but 2 Acc's seem unnecessary. I very rarely miss. it's kinda nice.

AIM is pretty much the same as Concentration. I tend to enjoy having both so I can use one per spawn. It certainly helps having that extra damage boost for a Irradiate + Psyhic Scream combo. You might fair even better with Irradiate + PS + EH when using AIM or Concentration.

Branch out onto different servers, they don't bite. I'm on both Virtue and Freedom with a toon each on Liberty and Champion.
Agreed with the fire/ice, but the only one suggested by the OP was rad/mm really, seeing as they have a fire/fire, energy/energy, and elec/elec, i'm assuming you'll want to avoid re-do'ing primaries for now. I still like my sonic/mental a lot, with shockwave its safer at range, can sleep and take them out, do -resist which is always good, and have a full attack chain of howl, psy scream and static discharge :P.
Rad/dev also has its perks, will never have acc problems is pretty safe and can stack stuns on bosses permanently guaranteed with cosmic burst and taser. And thankfully radiation has enough damage with a full ST attack chain and lots of aoe's still too.
I enjoy my AR/Ice a lot as well, one of my mains on freedom and always fun to play.
I like my others like energy/fire, fire/dev etc but was trying to avoid you the repeating primaries issue.

So I'm up to level 26 now and this is such a fun blaster. Drain Psyche really helps make this blaster and my melee-centric playstyle feasible. I developed a fun strategy of teleporting into the spawn, AIM + Drain Psyche then Irradiate and Psyhic Scream.
I recently picked up Neutrino Bomb but I already hate it due to the animation. It feels like it takes forever to apply the damage.
I'm looking to make a new character but my spots remaining on my home server are limited. So I want to make a character that is fun and effective. I have a Fire/Fire, Energy/Energy and Elec/Elec Blaster and now I wanted to try pairing powersets that aren't the same.
I want to stay away from re-draw issues as well so I'm thinking about rolling up a Radiation/Mental Blaster.
Has anyone created this combo that can provide some feedback on power selection and their preferred playstyle (range, melee, veng bait :P)?
