I know that the boards are flooded with requests for ElecMelee/ShieldDef builds, but so far I'm seeing a lot of the phrase "the cost is no object". I'm a recent returnee from a decent length CoX sabbatical, and I feel differently, because I am super duper poor. My query is thus: What kind of build can be put together for this character without breaking the bank?

As far as I can tell, the most important thing will be softcapping defense. By using Char and Ring of Fire as prereqs, it seems like I'll be able to pick up some very effective sets for defense, and even post-nerf, BotZ still seems like a functional addition to the build. I'm pretty open minded regarding choice of travel power (or just Ninja Running), and I suspect that the build geniuses on here know more than I do about power choice.

This doesn't have to be an end-all farming build with capped recharge, just a solid build that will be able to stand tall after drawing huge aggro from a Shield Charge or Lightening Rod. I'm not too proud to use generic IOs to cap his important attacks. He's currently in his mid-levels and starting to get his really great powers, so I figure that I should start putting bids up on the Auction House.

Also, as a side query, does the damage from Against All Odds apply to Lightening Rod and Shield Charge, or is damage calculated from the point at which it is cast? Just curious.

AAO is calculated from when you cast a power, so run into the groups to build AAO, then use LR.

How big is the bank you don't want to break ?

I'll see what I can put together if I know the parameters I'm working with.

I haven't looked to see if prices have fallen significantly, but up until the announcement, the BOTZ -KNB IO was selling for 100+ million a pop. I agree that it might still be useful, but I'm not sure it's "budget."

So, no Blessing of the Zephyrs, and nothiing too rare or expensive (except the Steadfast unique and the Lockdowns, but I think Lockdowns are pretty cheap) and lots of sets that can be bought cheaply. I know it's not quite at the magic 45% for AOE and ranged, but I figured it's good enough for government work.

I left Havoc Punch and Chain Induction unslotted, you can fill these with whatever works for you. A set of Mako's if that's in the budget in Havoc and a set of crushing Impact in Chain Induction would probably be pretty good.

Define "budget build". We had a poster here a couple of weeks ago or so that defined it as 20M, and we told her that there would be no way we could create an IO build for so little. Subsequently, she took my advice to play AE, cashed in some merits and expanded her budget considerably.

For some players, a set of 6 Touch of Death, which is in pretty much any fire/shield build which is attempting to soft cap, is too much. So what's in and what's out.

I can't soft cap with just generic IOs; however, I can with pieces *I* deem inexpensive. Give us a boundary.

You can soft cap with out char and ring of fire I did my friends elec/sd he wanted aidself because he was going to do more than farm with the toon they are taking those to setup fireball for farming.

Wow, that's a very cool use of Red Fortune and Multi-Strike, I wouldn't have even considered them on my own! Many thanks, this one looks like a lot of fun!

As far as budget goes, I was thinking in the 100-200 million range, but was expecting it to end up being higher (probably around 500 mil). The sooner I start putting in bids, the lower the end cost will be, but that doesn't change the fact that sometimes you just need to invest some serious influence. Eventually I'll be planning to step up to one of the sexier "Farm God" builds, but I've never softcapped a character before, and have always envied the seemingly invincible characters who sport that vital 45%.

Obviously a budget like that can't cover all of the special enhancements like +Recovery in Health and Stamina, but I figure that survivability is the most important part of the build, and that I have room to grow from there.

For Miracles and numias two choices other then spending big money run a lot of TFs or farm AE and random role gold tickets or random role bronze and silver sell them and use that to buy your stuff

Just curious, what amount would most of the populace in Scrapper Forums consider to be building on a budget? I mean for a solid, but not overly powerful build?

Yeah, with the copious amount of Influence floating around in this game, I have trouble envisioning a real build that can be accomplished with less than that. I mean, some of the vital enhancements can easily cost above the 200mil mark, and those are things that are difficult to live without.

It makes life more difficult for new players at first, but the knowledge that a single good drop can earn a huge amount of cash is rewarding in and of itself.

Low hundred millions (150-400M).

For lots of folks, though, budget could simply mean (and correct me if I am wrong):

No PvP enhancements
No Purples
No LotG +Recharges
No BotZ (although this may change with their change in usefulness)

Of course, some are able to stretch their influence further than others and might be able to slide in an extra set of Obliteration, Mako or Touch of Death, which could make a lot of difference.


11 months of all-nighters, messy feeding sessions, bath fighting and realizing just how good my son's lungs work, and I am still convinced he is the crowning accomplishment in my life. What in the blue HFIL is wrong with me?

For me, budget is about 50mil or even less. If you stick to solely pool A uncommons, generics, and pool Bs, then barring the occasional piece of rare salvage (which you can get with AE tickets) you shouldn't ever need to spend more than a couple hundred K on a recipe, and less than 100K on the majority of them. You can't really get any strong set bonuses that way, but even just frankenslotting is a massive boost over SOs. And even some yellow uncommon sets have decent bonuses, like smashing haymaker, red fortune, and multi-strike (which I am using to softcap my shield tanker for dirt cheap).

Thanks for the replies. I was hoping 300M would be basic yet effective.

I only have 1 fully IO'd toon, but took over a year to slot him, so don't know how much I spent total. Plus, I used a lot of Reward Merits for the more expensive ones.

Honestly? If you have three friends you regularly team with that understand to stay close, SOs would make you very strong (edit: very very very strong). Comparing SO builds, /shield with three in range of PF actually has more positional defense than SR, plus the decent resistance, plus an effective 7.5% resistance to melee foes (from AAO,) plus 30% hp.

Seriously, you don't even need IOs. If you're one of those nice scrappers that runs GC you'll have an easy time getting people to stay close to you.

Heck, here's a thought: get some friends and run a three shield scrapper team. If each of you runs GC and you stay within 15' of each other (almost double the radius of PF) you're all softcapped without even taking PF. With your triple DPS and quadrupe DPS nukes you'll just mow through anything.
