Just a quick glance, didnt look into it that much but Im confused why you went fort if you want to be in melee range so much. Yeah, Ive seen melee forts, but it makes more sense to go nw if you are going for a melee- aoe damager. I play basically a "tankermage" style fort. I took aim over follow up and my two aoe damagers are dart burst (amazing damage, awesome -regen) and psionic tornado (good damage and amazing mitigation.) I am constantly hitting 16 targets with ease with dartburst and its got a crazy fast recharge rate. I did not take a 3rd aoe attack because I dont like the end useage of DO or LB and dont find their recharge rates to be worth it. Also, I played with psychic scream in my chain for a while and prefer my build without it...seemed too slow for what it does. And really, PsyWail isnt up enough to consider it part of an attack chain.
Seriously, just try out the dart burst/psinado combo and you will be surprised by how safe it is.
Up until lvl 47 I played with both Psionic Tornado and Dart Burst. Dart burst, I like, it's good as you describe but I feel a cone wouldn't fit with what I want now. Psionic Tornado, I dislike badly. The animation is pretty slow and before it actually does dmg I can run around the moon. I caught myself never using it. With my perma-hasten build Phychic Wail is up every 100th second or so, I think that's good enough. The reason I'm not a NW is because I don't use melee-attacks. My only melee attack is Follow Up. I combine Aim, Follow Up, Spin and Dark Oblit and also Phychic Wail when it's up. Follow Up and Aim works greatly with my ranged ST-attacks too and with the defenses I got I can easily go into melee-range for Follow Up.
If that is your attack pattern then you are really lacking damage in my opinion. My Fortunata is built different than yours, but still pours in the area of effect damage. I would make suggestions for you, but since you do not like Psychic Tornado that would pretty much negate anything I have to say. I also do not use Dark Obliteration because I do not like that power at all.
I have to agree with the previous poster that you would be better off going with a Night Widow since you are in melee so often. You get much more damage/control out of the Fortunata if you sty at range. Also using Psychic Wail as a primary attack even with it being up every 100th second as you say is another thing hindering your damage potentional.

There's not really much of a difference in damage if you stay at range. I guess it's easier to aim Dart Burst and Psychic Scream, but not enormously so.

Even with that being your area of effect chain you're still lacking damage. Regardless of your feelings for Psychic Tornado, it DOES damage and recharges a lot faster than Psychic Wail. I personally only use Wail when there is a huge (18) spawn that I can use Aim and then PT and PW for entire spawn killing damage. With PT you can hit mobs with 140 damage to each enemy every 10 seconds and that is more damage than what PW can put in out because you will get to use PT 10 times in the time it takes for PW to recharge.

Dark Obliteration just isn't a power that I like. I don't really have a deep reason for my dislike of the power. I like that it is negative energy based, but that is where the likes end. I think it recharges too slow and there are better powers available. I like Psychic Tornado because does more damage than Dark Obliteration. Some may argue that psionic damage is more resisted than negative energy, but I do not buy that because it depends on the enemy groups you fight.

Just for a notice here is my final build. I'm still missing one of the membranes, 3 LotG's +rech, the LotG +Def and the Lotg +def/end, other than that it's finished. I feel my aoe attack chain, despite that you said it won't be good enough is good enough, even though it's still a gap in it, which I know will be fixed once I get my perma-hasten.

Well my only thought was your AOE Fortuna only has three AOE, 2 PBAOE and 1 Targeted AOE.
My AOE Fortuna is below. Not exact power order or slot selection but that is the final build.
I chose those sets that went to level 50: Detonations, Multi-Strike and Thunderstrike that don't have Pool C/D components. I will agree that they aren't prime sets but the Detonation give 8.5 SO's worth of bonus, Thunderstrikes give 9 SO's worth of bonus, and the Multi-Strike give 9.5 SO's worth of bonus. Otherwise common IO's. It's a beast on a team btw (only used on TF's with gobs of mobs to mow down).
Sits at 30% Positional Defense with out Mindlink so it's fairly sturdy in it's role.
Single Target attack chain is TK/Subdue/Dominate if need be.

Hey there! My fort. is now lvl 46 and it's closing in on IO's. A few days ago I wanted to go a different route and this is waht I came up with. AOE! It has got Follow Up, Aim, Spin, Dark Obliteration and Psychic Wail as its primary attacks. I need advice/comments on the build and some kind of confirmation so I am ready to respec. Also please take a look at the endurance-use.
