Personally, I think all the costumes of enemy groups should be unlockable (at least the parts we can equip, since we apparently cant have back details yet, etc) via defeat badges.
Signature Hero and Villains parts I can see why we dont get, yes. But I would kill (in game) to have the Nemesis army uniform and sword belt, the Wyvern kit, the Void Hunters two-tone reaper mask, etc.

I agree on the defeat badges. Costume pieces would be a much more welcome reward than the little arena guys..

To heck with "NPC uniqueness". Not everybody in the game wants to play as the big hero or supervillain. Some of us just want to play as the exceptionally skilled and bad*ss henchman
I think the reason they havent done it yet is because of pvp, imagine all the pvpers dressing as NPCs to disguise themselves then jumping a player?
Other than that and the devs wanting to keep groups unique is the only reasons i can think of they havent done it.
Costume parts for NPCs really should be added, even a super booster pack with them in people would buy it. They made PPD costumes and civilians, why not everything else?

Edit: One thing I thought about is unisex issues... Alot of enemy groups DO have both male and female members, but that isn't true for every group. Like now that I think about It I don't recall fighting any Female Wyvern agents (correct me if im wrong.) So they would have to do full new pieces for women..
I just want their jetpack, and to have it take up the back slot. Backpacks and the like in general for the back slot would be lovely in fact.

I'd so love the leg part of the CoT robes, the one that covers the legs all the way down to the feet. Hell, why we're at it, what about the Paragon Protector helmets or patterns for their costume?
It'd also be nice to have the proper horns that Trolls have and not ones that look shiny and metal.
