Elec/Shield i17 build help

So my scrapper took a hit from the BotZ nerf and had to pretty much change most of the build. I've already done a search on the boards and got a relatively good template from someone else's build, but I made quite a few changes to fit my needs. I tried to get high recharge, with other stats being reasonable (Acc, end rec./use), but this is my first IO'd scrapper so I'm not very good at this. Is there anything that I'm missing or that could be improved? I'm pretty set on the power choices/APP so I would appreciate any input about slotting. This guy will mostly be a farmer or doing endgame stuff (STF, ITF, etc.)

Also, no purples or PvP IO's as I want to make this affordable. Thanks.

Revised your build.

My revision sports a little less recharge 60% instead of 62.5%, but has better recovery (though higher end/sec consumption) and much better regen. However the biggest advantage of my revision is that I got rid of the mule set in boxing and you have functional slotted char and fire blast.

That actually doesn't look too bad at all. My recharge will take a hit and I'll have to trade in a couple of purple sets, but it actually looks good.
I may use this when I17 goes live. The only difference is that I would have the Purple sets in Fireball and Fire Blast.

That's a good build. I had lost my enthusiasm for getting my Elec/SD to 50 after hearing of the BotZ changes, but now I think it's time I finished the job.
